Your facts are a bit skewed. The Waco event happened April, 1993. Ann Richards (Dem) was Governor of Texas. GW Bush was not elected governor until November 1994.

I believe that Ann Richards was the Governor of Texas when Waco happened. I believe it was very early in Clinton's firat term..like 1993..
