Un-&%$^#@* believable. Despite giving them a hard time now and then I've always resisted the idea that the DC cops were really fundamentally incompetent, that the seeming inscrutability of Chandra Levy's disappearance and murder might simply be the result of ridiculously inept police work.
Now I've changed my mind.
As you no doubt know, Levy's remains were found recently in an isolated section of DC's Rock Creek park.
But a couple days ago a fellow Chandra-phile and I were watching Greta Van Susteren's show when she and a couple guests -- a renowned forensic pathologist and a retired DC cop -- did a walkaround through the area where Levy's remains were found. What they found a bit disconcerting was that there was a lot of stuff there that the police hadn't bothered to pick up -- a shoe, an empty condom wrapper, some rope, and some other stuff.
Almost certainly this stuff had nothing to do with Chandra's death. But it certainly could have. And certainly tons of people are going to go to the spot over the coming days and weeks to see the area and if this was evidence it'll be gone or compromised before long. The point is, you pick up everything and go through it to see if it might have any relevance to the case. (I know they're overflowing with hot leads and all but ...)
Anyway, it seemed like they'd done a pretty shoddy search.
Well, today the two Levy family investigators -- former DC cops -- went to scene to see what they could find. And what did they find? A sock? Panties? Some hair that might have been Chandra's?
No. Try her shin.
They found what appears to be her left tibia. (The bone hasn't been DNA tested yet. But on the basis of size and wear the DC Medical Examiner told the Washington Post that his "working hypotheses is that it comes from Chandra.")
The bone was apparently some 25 yards from where Levy's skull recovered. But this isn't like a toe or something. It's like a foot long.
It simply beggars belief.

Foster was "laid out" in Ft. Marcy Park (a homosexual hangout area in DC). He was nicely dressed, not all bloody. He had two gunshots in his head. Different calibers. Neither of which matched the "clean" gun dumped with his body. No bullets were recovered from the site. Probably because he was executed somewhere else before his dead body was put on display to send a message. The killer(s) will never be found by the inept DC police department.
After the turtle hunter found the remains of Ms. Levy in May 2002, the police again "thoroughly" searched the area where the remains were found; and news reports said that anywhere from 6 to 16 cadaver dogs were used in this search, as well as human (police) searchers. But again they were under the direction of DC Police.
My guess is that Ms. Levy's body was dumped in the woods of Rock Creek Park from the street above the park - Broadbranch Road, shortly after she was killed. The edge of the road gives way to the park via a very steep dropoff - a perfect place for folks to dump all sorts of unwanted items. Summers in DC are hot and humid. I find it difficult to believe that none of the legion of searchers caught a whiff of the poor girl's body in the woods. But the body was found on a steep hill... so maybe it was too much to expect that searchers would exert themselves by climbing it.
I've never been terribly impressed with MPDC, at least since my adulthood; they have a past history of hiring felons and misdemeanants (?), of having cops who pilfered drug evidence and sold it, of having cops who took recovered money and property, of having cops who have teamed up with tow truck drivers to rob drivers of their vehicles via a towing scam, and worst of all (IMO) of having cops who failed to keep their service weapons out of the reach of their own young children - leading to numerous incidents of these kids killing theselves with their parent's weapons.
Some MPDC housecleaning is in order, top to bottom. The residents of DC should demand it.

He has since been replaced by Lt. R. Charles, a veteran of many years. Lt. Charles has assured this reporter that he will "leave no stone unturned" in getting to the bottom of this crime.
A few years back some local police asked my dive team to look for a .380 auto that was suspected to be in a stream near where a murder victim had been recovered 2 days prior. It was mid-summer and there was still a "grease stain" and piles of maggots where the body had been. The stench was unbelievable.
These DC cops are incompetent! When is the Chief going to stop making excuses and tender his resignation. Every time he appears on camera, he only embarrasses himself further.
Actually there is a perfectly valid reason why this is so. To wit, when you find whatever you are looking for, you don't look in any more places! ;o)
