In a stunning U-turn for the Bush administration, the United States has sent a climate report to the United Nations detailing "specific and far-reaching effects" that it says "global warming will inflict" on the American environment.

Also for the first time -- the White House places "most of the blame for recent global warming on human actions -- mainly the burning of fossil fuels that send heat-trapping greenhouse gases into the atmosphere," the NEW YORK TIMES is planning to report on Monday Page Ones, according to publishing sources.

... The issue of climate change respects no border. Its effects cannot be reined in by an army nor advanced by any ideology. That's the way I see it also. The bottom line seems to be WW-II. If all the bombing of oil facilities and smoke pouring into the skies from that one didn't cause a man-made ecological catastrophe, it ain't gonna happen.
Hmm, let's see billions in welfare to rich farmers, steel tariffs, prescription drugs for seniors so that Warren Buffet will never have to choose between food and medicine, forcing insurance companies to cover mental health problems which will make health care costs skyrocket thus leading to demands for socialized medicine, billions more wasted on federal education programs, billions in other spending, a Vietnam-style conflict in Afghanistan... now tell me again, which one actually won?
But while the report says the United States will be substantially changed in the next few decades — "very likely" seeing the disruption of snow-fed water supplies, more stifling heat waves and the permanent disappearance of Rocky Mountain meadows and coastal marshes, for example — it does not propose any major shift in the administration's policy on greenhouse gases.
It recommends adapting to inevitable changes. It does not recommend making rapid reductions in greenhouse gases to limit warming, the approach favored by many environmental groups and countries that have accepted the Kyoto Protocol, a climate treaty written in the Clinton administration that was rejected by Mr. Bush.
Not fun but instructive. I am more interested to see how Bush spins this one, assuming its true, he will have to own up to it, no ones going to let him slide on this.
Somehow I suspect this is being misrepresented some how. I can't imagine Bush having anything to do with this report after taking all that heat after rejecting the Kyoto treaty.
Example: I read today that Bush is looking forward to August when the FAA chairman must retire and he can appoint his own man.
There are people who are so-called in the Administration who are releasing reports and leaking to the press in order to advance their own liberal agenda.
That being said, I believe Bush is listening too much to weinies in the administration who are afraid of his being too outspoken with his conservative views. I'm hoping that after this fall, he will become more open with his true views. We do need to elect a Republican Senate in the fall, if that happens, I think we will see a sea-change (if you will pardon the environmental analogy).

This is the source document that the New York Times is reporting as the reversal by the Bush administration on Global Warming. This report has been in production since before Bush was elected. Matt Drudge is using this to pump ratings tonight, June 2nd 2002. A few months ago, if I recall correctly, the Bush administration, through Christy Whitman, stalled the production of this report.
