I agree, but in this case the guy not only "paid attention" to an unconstitutional law, he pleaded guilty to violating it!

Concealed handgun carry is perfectly legal and does not require any special permits in Texas if you are travelling.
That is, if you are on a trip away from home, not merely running down to the grocery store, but driving say from one city to another.

There is no such thing as a "license for a gun" in PA.

PA is a shall issue license to carry state, and this must be what the author is referring to.

In PA, without a carry permit, you are only authorized to transport a gun in a car if it is unloaded and stored in a seperate "compartment" from any ammo.

Additionally, you can only transport it to and from a place of practice (range), hunting, or repair/purchase.

So having a loaded (?) gun, or even an unloaded one outside a nightclub early in the morning is not legal.

And Pittsburg also has its own firearms laws, as I recall.

Philadelphia at one time had its own laws. But now the laws are uniform statewide and municipalities are forbiddden from enacting any.
