China Grants Abuja $3.5m Development Fund

Pursuant to the bilateral agreements signed between Nigeria and the People's Republic of China, the Chinese government, yesterday announced a $3.5m grant to Nigeria.

The Chinese President, Mr. Jiang Zemin, who is on a three-day official visit to Nigeria, made the announcement yesterday before his government signed five bilateral agreements with the Federal Republic of Nigeria.

Zemin, who led about 150 delegates to Nigeria, signed five agreements, some of which are on Economic and Technical co-operation between Nigeria and China. Mr. Dubem Onyia, the state Foreign Affairs Minister signed on behalf of Nigeria while Mr. Shi Gwacheng, the Chinese Minister of Foreign Trade and Economic Co-operation signed for the Chinese government.

A memorandum of understanding (MOU) on water resources was also signed between both countries. Alhaji Muktar Shagari the Minister of Water Resources and Mr. Teing Sheng Shu, the vice minister of Water Resources in China signed the MOU.

Other agreements signed by the officials of both countries include one on the avoidance of double taxation, and the prevention of fiscal evasion with respect to taxes and income. Also, agreements were signed on medical and health sciences, and consumer.

President Olusegun Obasanjo who described the meeting between both leaders as "wonderful and very good," noted that the visit of the Chinese leader is symbolic.

He observed, "This is the first time in Africa, South of the Sahara, that we are having the privilege to receive a Chinese leader at the level of Head of State. Explaining that the role of China in the world order in the 21st Century is bright, Obasanjo said there is need for both nations to court each other's friendship.

"We believe that there is need for the largest nation of the world to have a relationship with the largest nation in Africa," Obasanjo said.

The Chinese leader who addressed the Chinese community in Nigeria yesterday will leave for some other African Countries tomorrow. Both countries have had about 31 years of bilateral relationship.

Just heartwarming. After eight years of Klinton pouring a good 50 million dollars a year into the pocket of this tin pot dictator, what does it get us? Anti-American, anti-west vitriol.

Jiang Zemin shows up, throws them a few sheckles and he’s a national hero. This is another example of the red chinese making in-roads to Africa. I’m sure that “President” Jiang Zemin and “President” Obasanjo must have had plenty to talk about, crushing rebellions, democratic reforms, and exterminating unpopular ethnic groups.

I can’t help but think, this is a perfect example of how futile pouring untold dollars into a country fundamentally at odds with our values is a waste of money.

These changes in content and scope of the program have been accompanied by significant increases in resources, both in terms of funding, from $38 million in FY 1999 to $100 million in FY 2000.

You beat me to that line. I'm getting 4 or 5 of them a week. I used to occasionally get them by fax.

At least when they came by mail they had to pay postage, now it's "no-cost scamming".

I did send one of them the bank number for someone I really detest. Last time he left a deposit slip lying around.
