Concealed-weapons bill will be an issue, they say

Madison - Denied a Senate vote on a concealed-weapons bill, a Republican senator and the gun lobby set their sights Wednesday on this fall's election and Democrats who blocked action on the measure.
Sen. Dave Zien (R-Eau Claire) and Darren LaSorte, a National Rifle Association lobbyist, blasted Senate Majority Leader Chuck Chvala (D-Madison) for preventing a vote on the Senate's last day in regular session.
But Chvala said the bill was not one the Senate should pass out of order at the last minute. The Assembly passed it last month, but Chvala termed the late-night debate in that house and 58-40 vote at 3:55 a.m. on Feb. 28 irresponsible.
Rep. Scott Gunderson (R-Town of Norway), author of the bill, joined Zien and gun enthusiasts in ripping Chvala, but Attorney General Jim Doyle and others in law enforcement backed the Senate leader.
The bill, tagged as the "Personal Protection Act," would let law-abiding citizens carry concealed handguns once they complete an application, undergo training and pay a $75 permit fee.
Late Tuesday, Zien tried to pull the bill from committee and force a vote on the Senate floor. When Chvala objected, Senate President Fred Risser (D-Madison) set Zien's motion aside and adjourned, ending the regular session and killing the bill amid protests from Republicans.
Though many other bills, including campaign finance reform and legislative redistricting, died when the Senate adjourned, the gun bill's demise sparked the biggest protest.
"There's no doubt we had the votes, that's why they did their little trick," Zien said, adding that he had as many as 24 votes among the 33 senators. "This will be one of the biggest campaign issues in the next campaign, no doubt about it. One of the top issues for governor, district attorney, sheriff, state representative, state senator."
Zien noted Sen. Gary George (D-Milwaukee), as Senate Judiciary Committee chairman, voted to advance the bill to the Senate. But Zien said George wasn't the only Democrat who would have voted for it had Chvala allowed a vote.
"Session's over," LaSorte said. "Our chance this year is over. We would have had it passed this year. It would be on the books, and people would be able to defend themselves."
Although LaSorte said the bill would be law but for Chvala, McCallum has not taken a position on the measure. The Republican governor was not available Wednesday, and his aides said they did not know where he stood on the proposal. McCallum typically does not comment on pending legislation.
But Doyle, one of four Democrats running for governor this fall, said the concealed-weapon law would actually endanger people. Wisconsin already has a low crime rate when compared to other states, including those with concealed-weapons laws, he said.
"It defies common sense to say that if people are all walking around with concealed weapons that we're somehow all going to be safer," Doyle said.
Geoffrey Bilda, president of the Milwaukee Deputy Sheriffs' Association, said if the bill became law, "it is more likely further lives will be destroyed in shooting incidents related to uncontrolled rage, alcohol and drugs."
Yet Zien cited support for the bill among others in law enforcement, such as Bradley DeBraska, president of the Milwaukee Police Association.
Zien maintained that concealed-weapon laws in other states worked to reduce crime. Wisconsin is just one of six states to prohibit concealed weapons.
Chvala said the studies Zien has used to argue for the bill were funded by the gun industry. He said that according to FBI uniform crime reports, only four other states had less violent crime than Wisconsin, while Michigan, which has a concealed-weapons law, had one of the highest violent crime rates.
"The bottom line on all of this is, this would have violated normal Senate procedure to take this up," Chvala said. "There's significant questions about the validity of the claims surrounding it. It deserves more scrutiny. It deserves more time and effort. That's what we should give it, and we will."

Democrats really do believe that the vast majority of people are idiots and, truthfully, it is irresponsible to give a gun to an idiot. So, you see, there simply is no way that you can be allowed to defend yourself.
I guess AG Doyle requires a certain amount of crime in order to justify his existence and his lot in life. Time to send him, as well as Senate Majority Leader Chuck Chvala (D-Madison), Senate President Fred Risser (D-Madison), and Geoffrey Bilda, president of the Milwaukee Deputy Sheriffs' Association back into private life.
