Clinton does not want the whole record out. He does not mean the evidence that is sealed, you know, the stuff that was so disgusting and horrifying that made the house members vote for impeachment.
He means the spin version where it was just the right wing conspiracy out to get him, yada,yada,yada.

His refusal to speak about the military tribunals until some time passes would be commendable if you didn't realize that meants in a week or so. When he can't get press for anything else he will condemn the President's decision.
