More top-down, government-is-the-solution-to-all-our-problems thinking from the black "leadership". They need to get a clue - self reliance and education is the answer. The low-achieving portion of black America needs to quit paying attention to the NBA and NFL, and start valuing education as a means of getting ahead.

School districts track and publicly report on the disparate distribution of educational resources, such as certified teachers,
textbooks, teaching materials and certified teachers.

Well there's their problem right there, they are spending time and tax-payer money tracking certified teachers twice!

Once they fix that, they can put that extra money into expanding their free lunch program to include hand delivered meals at dinner.
This will make all the difference...

Most large city school districts are governed by black board members, black superintendants, black administrators and black principles.

They usually have higher tax bases than suburban residential districts because the cities include heavy industry and skyscrapers.

The problem is cultural, not financial, and certainly not the result of racial bias.

No qualified teachers--I'm surprised they have teachers, period! in some of the schools.No materials,resources, bad buildings? where have the billions gone that Congress has given the Ed. Dept,besides fat administrative salaries,that is.And where money has reached the school systems, these kids have torn up the new stuff-wrecked bathrooms, broken windows, etc.

No amount of money, no new laws, policies, etc. will help until the NAACP stops blaming white people and the establishment and start teaching the youth in these "bad schools" that achievement is not a "white" experience, that they are responsible for their actions, grades, and ultimate success.The NAACP and Jesse Jackson are responsible for most of the disparities.

Kweisi Mfume, NAACP president and CEO, said the group is asking President Bush, Education Secretary Rod Paige and school leaders nationwide to cut the racial achievement gap at least 50% over the next 5 years.

What is the President supposed to do, go around the inner cities and wake up the little creeps, drag them to school, stand over them and make them behave, take them home and stand over them and make them do their homework? Bull $hit.

It is up to the Black leadership (is that an oxymoron?) and the Black people to "cut the racial achievement gap".

I find it interesting that every "minority" that has come to this country since slavery was abolished has outlearned, outearned and outachieved the Blacks. Very interesting.

One recent study shows that in half of the schools located in the nation's 35 largest urban districts, 50% or more of the students who enroll in the ninth grade failed to go on and graduate with a diploma.

I wonder if that study also looked at spending? I suspect that those 35 urban districts spend a hell of a lot more money on "education" than districts which are successful.

He said many inner city and predominately minority schools lack qualified teachers and adequate educational resources. Also, Mfume said, the schools have a higher rate of student suspensions and expulsions, and increased placements in special education.

I'd bet the schools lack qualified teachers because qualified teachers don't want to teach in a war zone. Higher rate of student suspensions and expulsions means a lot more kids who don't know how to behave.

I wonder if the increased placements in special education are related to high drug use among pregnant mothers?

Unfortunately, there is a real problem, but I'm not sure if it's one the government can fix. First of all, the NAACP needs to quit screaming that every attempt to raise standards is "discriminatory" - they can't have it both ways. Perhaps they could start after school tutoring programs for the kids in these neighborhoods?

A second problem is the high illegitimacy rates and the high percentage of teen mothers in the black community. Children without fathers are much more likely to live in poverty and be juvenile delinquents than children in intact families. For some reason, mothers who are 14 or 15 when they have their children generally don't seem to do a really good job on the discipline end - and undisciplined children don't seem to do very well in school.

When I was in high school, my mother and father(who were married to each other BEFORE I WAS BORN and lived together under the same roof with me!!!) made it extremely clear that graduating from high school was my job and was NOT OPTIONAL. Can't think why this same system would not work in urban schools ...

Nah. A long as that pesky flag is flying at the Confederate Soldiers Memorial, the poor black students will be so distracted, they won't be able to concentrate on their studies.

Amelia, you are right. If the underacheiving kids competed in academics like they do on the football field or basketball court, (or any sport for that matter) the disparity between the races would end overnight. And its not due to discrimination. Its up to the individual to acheive as best they can. Right now would be a good time, when the country is engrosed in a desperate struggle between good and evil and we all need to pull together. We don't need lower standards. We need to acheive. NAACP, look up, not down.

In issuing a Call for Action, the NAACP recommends that all state school superintendents and governors submit to the NAACP by May 10, 2002, an outline of the steps that education agencies will take to bring more equality to education.

Ironic, seeing as all the heads are members of the NAACP and black. Urban school desegregation budgets are already in the billions of dollars per year. If I were black and really believed the NAACP's claims against the white America I'd start my own country. As it is, it's just the NAACP hating whitey to bloat its campaign chest.
