GUADALAJARA, Jalisco - More than 350,000 Mexicans have returned home in the wake of the Sept. 11 attacks on the U.S. but that figure doesn't represent an alarming trend, said the director of the National Migration Institute.
The significant return of Mexicans who reside in the United States has to do with the fact that "contracts, mostly temporary ones, have expired and because the economic situation over there is not so great," said Felipe de Jesus Preciado.
Because of the current negative economic conditions that have prevailed since the attacks, he said, "350,000 men and women have returned to Mexico," adding in the coming months at least 150,000 more are expected to come home. This would bring the number of Mexicans "who prefer to live in their own country again" to a record 500,000 the official said.
Despite the nine percent increase in the return flow of immigrants over the same period last year, the trend isn't worrisome, Preciado assured.
More than 40 percent of returning immigrants enter through the international airport in Guadalajara prompting the government to open a migrant program office to assist and protect the rights of returning Mexicans.
The program was created in 1989 to help returning citizens, principally from the U.S., in processing legal documents and protect them from bureaucratic corruption.
There are currently 20 million people of Mexican origin living in the United States. Approximately 4 million were admitted legally in the 1990s, a figure 63 higher than the number admitted in the first 80 years of the 20th century.
According to recent government figures, Mexicans in the U.S. sent back a record 8 billion dollars between January and October. This represents more than 1 percent of the national GDP and is one of Mexico's largest sources of foreign income.

"...it's money these people have earned." Say Miguel Ken, a few years ago, my vehicle was hit by an illegal who said he had no auto insurance. Since you're such a good Christian, I just know that you'll reimburse me for my increase in my auto insurance premiums, correct?

"...they earned this money and where they chose to send it, is their business." Miguel, they were here illegally...they have illegally earned this money. The taxes they pay in - is a mere a drop in the bucket compared to all the money that goes for their free medical care, for schooling their little bambitoes...and other welfare programs. (Ken Miguel, be sure to give me that big answer about whether you're going to reimburse me for that increase in my auto insurance...thanks.)

conservatism has nothing to do with hate.
here in california the state immediately impounds any uninsured auto involved in an accident, regardless of the race or resident status of the owner.

The INS is partly responsible for this attack as they let these illegals in this country. They aren't immune from suit.

After the war on terrorism, this country should create an economic union for all of the North American continent, from Canada through Mexico and beyond. There should be a work visa for Mexicans, and the large population of illegal immigrants given strong incentive to participate. This is the track we were on before 9/11.
People who want to return to Fortress America, based on an English-only tradition, will not succeed. This is a multi-language world, and America is stronger for trying at least to grow by including its neighbors to the south and their language, Spanish.

I don't think that Americans will be too pleased with the transfer payments that would be required to prop up the economic basket cases south of the border. Any such attempt would bankrupt us.
There should be a work visa for Mexicans, and the large population of illegal immigrants given strong incentive to participate.
Our economy desperately needs a non-English speaking workforce with an average seventh grade education.

How 'bout our neighbors to the south learning English - the language of commerce worldwide. Why not suggest Chinese - there are so many more of them.

Well maybe, maybe not.
Naturally, everything hinges on the *meaning* of, "is." ~To be sure...
What I honestly think this person sounds like though, is angry as hell & public school educated; and, as a result woefully confused.
Be that as it may; the two traits aren't necessarily a damnedable combination; at least not in 2001, at any rate.
Nonetheless, I can't help feeling sorry for the lad.

We should create an economic union with Canada and Mexico, not as a formal EU-like political entity but as a simple fact, by encouraging trade and travel.
We are stronger as a country by reaching out and growing; political common interest with Mexico will be based on economic interest. Trade in labor and good with Mexico needs to be legitimized by a practicable system of work visas, that would help both countries account for economic activity and increase the security of both countries.
Right now the illegal immigration situation is creating a vulnerability for this country; illegal smuggling of *anything* -- whether labor or goods -- creates an opportunity for smuggling inidividuals that are hostile to our country. We can eliminate this risk to national security by giving illegal immigrants a real opportunity to arrive here in a documented, acceptable way. The only people who do NOT win in this scenario are businesses that knowingly hire cheap undocumented labor and deprive them of benefits paid to legal workers. I say, offer all illegal/undocumented immigrants the chance to obtain a fixed-term, conditionally renewable work visas, now.
