My understanding is that the stages to developing weaponinzed anthrax would be something like this:
1. Growing the anthrax in a liquid form. 2. Drying the anthrax
3. Milling it to a small size so the victim will inhale it deep into the lungs.
4. Applying some anti-static additive so the anthrax will stay suspending in the air so more will be inhaled.
5. Genetically engineering the anthrax to make it resistant to antibiotics.
Russia, the US and perhaps some other countries have been able to do all of these steps and produce a truly lethal biochem. Iraq on the other hand was stopped short of step 5.
The terminology used by everyone is accurate, but they are all stopping short of drawing the obvious conclusion. (ahem...)

The bacteria isn't mutated by the antibiotics. The antibiotics kill off most of the bacteria except the bacteria that has mutated characteristics which make it antibiotic resistant. Those bacteria, unaffected by the antibiotics, multiply and you have a antibiotic-resistant strain. It's called evolution.

yes but it would lead to other resistant strains of bacteria. We'd have all kinds of 'bugs' that will be resistant to the strongest antibiotic we have. In fact in asia, cipro is useless against certain forms of gonorrhea

I once had an idea for a gizmo you could keep on your desk. You'd spin a dial and it would tell you the current conventional wisdom on coffee, salt, eggs, alcohol, and the like. It seems like every other study says X is bad for you, and the other studies say X is good for you.
Flip a coin, as someone said. Today, the anthrax is garden variety. But come midnight, it will revert to its 'weaponized' form. Perhaps it shares genes with the pumpkin from Cinderella.

Read my post again. It isn't evolution unless the mutated organism infects another host. And what have we been taught about anthrax???? That it isn't contagious.

The government fully understands what the precise milling and the anti-static treatment on those spores implies. They have understood this for weeks. It means that Saddam's agents here can kill Americans in large numbers whenever he gives the signal. Now they just have to figure out whether to point the finger at Saddam, attack him, and take the casualties, or sweep the whole thing under the rug and let him be.

However, the "powder" could only have been prepared by a highly sophisticated national biowarfare infrastructure. This is true for thre reasons: the fact that the anthrax bacillus in the powder was in "spore" form, the size of the powder grains, and the fact that the powder grains had been specially treated with additives so that they would electrostatically repell each other. There are only three countries known to have the requisite technology: the USA, the old Soviet Union, and Iraq.
The "Ames" strain used in these attacks is not known to be used by Iraq. However, Iraq could have made a "special batch" using the "Ames" strain instead of the "Vollum" strain (for use by terrorists).
