He's in the cabinet. He's an elected Israeli politician inside a right-wing party that is in the Israeli government's governing coalition (they have a parliamentary system).

Gunmen critically wounded cabinet minister Rehavam Ze'evi early Monday as he left his room in Jerusalem's Hyatt Hotel, hospital officials said
A senior physician at Jerusalem's Hadassah Ein Carem Hospital said that Ze'evi had been shot in the head
Army Radio, quoting rescue workers, said Ze'evi was evacuated to hospital "without a pulse."
The gunmen apparently escaped. The hotel is located adjacent to Arab east Jerusalem and to Palestinian-controlled areas of the West Bank. The area around the Hyatt was in chaos, with large numbers of police arriving and a manhunt begun for the gunmen

Well, yes I think they would. But my point was that I think this could be a response to the killing of that Hamas leader a few days ago.
I don't base this on any information, there is little to go on, but it's just an initial hunch. It could also be internal politics, a family feud, a robbery, or that one terrorist got lucky and hit someone prominent.

JERUSALEM (Reuters) - Two gunmen tried to assassinate right-wing, anti-Arab Israeli cabinet minister Rehavam Zeevi on Wednesday, wounding him in the head, Israeli political sources and radio reported.
Israel's Army Radio reported that Zeevi, whose resignation from Israeli Prime Minister Ariel Sharon's government takes effect later on Wednesday, was shot in the head at the Hyatt Hotel in Jerusalem and was in serious condition.
It was not immediately clear who the gunmen were, but Palestinian militant groups have threatened to assassinate Israeli political officials since the start of a Palestinian uprising a year ago.

Zeevi Blasts PM Sharon (IsraelNationalNews.com) Outgoing Minister of Tourism Rechavam Zeevi on Tuesday night blasted Prime Minister Ariel Sharon, explaining that the terrorist attacks have not ceased for a second but the prime minister has already announced he will negotiate with the PA and support the establishment of a Palestinian state.
To the best of my knowledge, there is nothing in the Likud platform or coalition agreements regarding a Palestinian state, added the minister, whose letter of resignation takes effect on Wednesday at about 1:30pm. Zeevi went on to expound on his total disapproval of Sharons decision to withdraw IDF forces from areas of Hevron, as well as publicly expressing his support for a Palestinian state. He added that Sharon would be judged by history as the Herzl of Palestine for his efforts towards the Palestinian state.
