Chechen rebel president names negotiator for talks with Russia
MOSCOW, Sept 25 (AFP) - Chechen separatist president Aslan Maskhadov has appointed a negotiator for talks with Russia, saying there were "real chances" for peace following Russian President Vladimir Putin's offer on Monday, his spokesman told AFP by telephone Tuesday.
"I think that after the Russian president's new offer, there are real chances to start negotiations as soon as military action ends and to peacefully settle contradictions accumulated (between the Russian and Chechen peoples) for centuries," the spokesman quoted Maskhadov as saying.
On Monday, Putin called on Chechen separatists to contact his envoy in southern Russia and discuss the modalities of a rebel surrender, giving them three days.
The Russian president did not use the word "negotiations" or suggest a pullout of Russian troops from Chechnya.
Maskhadov said he appointed the deputy head of the Chechen separatist government, Akhmad Zakayev, to carry out negotiations with Putin's envoy, Viktor Kazantsev.
No Kremlin official could be reached immediately for reaction.
Fusion finally says something he can be tested on - you should stick with vague pronouncements that can't be disproven.

Your country would be wise to keep its eyes on the calendar. Three days is not a very long time to come to your collective senses.
Maybe I'm misreading things, but in my experience, people with his particular brand of cockiness generally speak from a position of knowledge.
So if I'm right, it means that we (the combined governments of the nations comprising western civilization) need to act with no delay to crush the madness of a 13th century warlord "culture" armed with nuclear weapons.
I do believe that there's an understanding between Bush and Putin, and neither will object if the other goes "mushroom hunting" in its respective "upland game area".
And if, as "fusion" threatens, the madmen do set off a nuclear blast in Moscow, the unspeakable tragedy will galvanize the world -- the civilized part, at least -- to wipe every last 13th century cockroach off the face of the earth forever. In other words, it would be the stupidest thing they could ever do. The fact that they've already demonstrated a monumental capacity for raw unmitigated stupidity does not give me much encouragement.
As an aside, I think it's a fair assumption that if "fusion" knows that his country has a nuke, so does Putin -- which may in fact be a factor in the three day warning (which by the way strikes me as being very similar in nature to Bush's stern demands to the taliban).
Along similar lines, I have to wonder just how secure Pakistan's nuclear arsenal is, and what -- if anything -- the US will be doing to ensure that it doesn't fall into the wrong hands. (or remain in them, as the case may be)

I did a search and found the following, NATO press briefing in BiH, July, 1999, which brought up but did not elaborate on the following bits of information: 1.) Drvar was 100 percent populated by people displaced from other parts of BiH, 2.) No "Serb participation" there at all, 3.) "led" by croats, 4.) among the "unrelated incidents in past weeks" there were allegations about a "rape" and a "fight between Croats and Serbs", without any further clarification or details. 5.) The press briefing ended just after that last question was posed. If there were no Serbs there, who was "fighting"?

That didn't shed much light on anything, but the other entries that came up in the search were posts from Wraith and Fusion, on this forum (May 21st). From that, I'd guess that Chappell in some way played the role of "Wilmer", in The Maltese Falcon, a conveniently placed IC aid worker--perfect for the role of fall guy.
Ceku's contribution's to the Croatian military notwithstanding, this is a straight-from-the-hip-out-and-out-wild speculation: I guess I wouldn't be surprised to discover, someday, that the escape routes that were open in 1999 for ethnic Albanian Kosovars, to Macedonia, among other places, were deliberately slammed shut, by 'modern-day Ustase', using Chappell's name as a cover. And Bad Things Happened. (In the NATO press briefing, Chappell's name comes up but he's too *important* to actually make any statements, himself.) I mean, what influence, really, do NGO's and aid workers have in the countries in which they're temporarily residing? [The old question, "How many divisions does Oxfam/The Pope have?"]
As far as Fusion goes, I thought it was particularly telling that on Sept. 12th, he refused to use the T-word, 'terrorists', to describe "the enemy". (Elsewhere, the KLA's partners, responsible for the opposite end of the drug pipeline to Europe.) Some of the small details in the correspondence with Wraith--the name of a watering hole frequented by G.I.'s in Pristina--betray an immediate acquaintance with the local situation.
I don't know, really. He sounds like he thinks he's the second coming of Winston Churchill, making a radio oration being broadcast to the troops. On behalf of Greater Albania. The shameless hubris sounds authentic to me, as does the casual disregard for anything approaching a concept of ethnic tolerance.
