In a closely-watched Harrisburg-area Congressional race that is increasingly contentious, one of the candidates is now slinging an unsubstantiated allegation of public nudity at his opponent.
Republican Congressman Scott Perry has begun airing an attack ad against his Democratic opponent, Janelle Stelson, featuring a claim that police were called to investigate Stelson for “exposing herself totally naked to a neighborhood child.”
The accusation is uncorroborated, PennLive found, and relies on an alleged photo of Stelson in the nude that Perry’s campaign does not have — and which the neighbor who claims to have taken it won’t share.
“This false accusation is a pathetic, desperate attempt by Scott Perry to rescue his failing campaign, with easily disproven lies,” Stelson’s campaign manager Alma Baker said in an emailed statement.
Stelson “has been a victim of stalking and harassment before,” Baker continued, and “now she is a victim of Perry’s supporters making up totally unsubstantiated claims to smear her reputation.”
Perry’s campaign began running the video ad online on Oct. 19, according to Google advertising records, and it has already been seen nearly 200,000 times. The ad criticizes Stelson’s prior career as a news anchor and makes hay over a pants-less man who was arrested while claiming he was canvassing for Stelson; both are attacks Perry has made before.
Watch But the ad then goes on to assert that “police have been called to investigate Stelson for exposing herself totally naked to a neighborhood child,” and briefly displays a document titled “affidavit.”
It was unclear if this document was submitted to a court or any other entity besides the Perry campaign. The bottom of the document is cut off in the ad, but Perry’s campaign provided a full image of the page at PennLive’s request. This shows the statement was signed and notarized on Oct. 13, two months after the alleged nudity incident occurred.
Perry’s campaign did not answer further questions as to how the document was created or obtained.
In the statement, Stelson’s neighbor Sharon Orr says she called the police on Aug. 14 around 3:15 p.m. after seeing Stelson “walking around outdoors” with her “breasts and buttocks fully exposed and in plain sight of my minor aged grandchild.”
Orr wrote that she took a photo of Stelson, whom Orr alleged she had seen before insufficiently clothed. East Pennsboro Township police, Orr stated in the document, told her that Stelson had said she was “in a nude bra and panties,” which Orr claimed is contradicted by the photo she had taken.
East Pennsboro police confirmed to PennLive that they had responded to the complaint at Stelson and Orr’s homes, but declined to release any reports or records. No charges were filed. Perry’s campaign spokesman, Matt Beynon, told PennLive he did not have the photo Orr said she snapped.
Multiple campaign signs supporting Perry are displayed along Orr’s driveway and affixed to a railing facing Stelson’s home just a few feet away.
Orr threatened to call the police when a PennLive reporter knocked on her door Tuesday afternoon. She declined to share the photo or discuss her statement further, saying that “nobody has talked to me about even releasing or talking to anybody” in the news media, although she did not say from whom she was awaiting instruction.
Stelson’s neighbor on the other side of her home, Steve Dillon, said he found the entire accusation implausible.
“All I know is that she wasn’t [naked],” Dillon said when asked if he knew about the allegation. “She was just sitting in her back yard or her back deck.”
Dillon said he was not home at the time Orr said Stelson was nude. But he said he frequently sees Stelson sitting outside, clothed, taking a break from her campaign work.
It’s plausible, Dillon said, that Stelson could’ve been lounging in some sort of flesh-toned clothing that one could mistake for nudity, but being entirely naked “would not be in character with what I’ve gotten to know of her.”
Their homes back up to a creek which is heavily traveled by canoes and kayaks, Dillon noted. The idea that Stelson would be acting lasciviously, but that this would go unnoticed by everyone in the community except for Orr, just doesn’t stand to reason, he said.
Stelson ran against Perry in 2024 from her former home in Lancaster County, outside of Pennsylvania’s 10th Congressional district, which covers Dauphin County and parts of Cumberland and York counties.
Federal law does not require members of Congress to live in the district they represent, although Stelson faced allegations of being a carpet-bagger. She moved to the East Pennsboro Township home in August of 2025, according to her voter registration.
Perry beat Stelson two years ago by a little over 5,000 votes, but recent polls have shown him trailing the Democratic challenger. The nonpartisan Cook Political Report now lists the 10th district as leaning Democratic, as approval of President Donald Trump — a close ally of Perry — continues to drop.
The Trump administration has stepped in, with several of Trump’s cabinet secretaries holding public events with Perry in recent weeks.
Earlier this month, Trump’s Department of Homeland Security alleged that Chimaobim Igbojekwe — an unauthorized Nigerian immigrant and who had been arrested for not wearing pants in public – was employed by Stelson’s campaign, but walked this back after election records showed no indication that he was involved in paid work.
“We are confident Central Pennsylvania voters will recognize these lies for what they are: a political hit piece by a desperate career politician,” Stelson’s campaign manager Baker said.

,,but in the case of this washed-up carpetbagger I'll pass.

Pennsylvania Ping!
Please ping me with articles of interest.
FReepmail me to be added to the list.
Would PennLive being going so far to defend her if she was the Republican candidate?
A snowball would have better odds in Hades.
It is alleged that I was nude when I was born, but I resolutely deny that baseless, malicious smear.
Today there could be speculation of a rumor of seeing Congresswoman Anna Paulina Luna but the clarification would say it was actually Jerry Nadler.
Remember Joe Biden used to swim in an indoor pool when he knew female interns and aides were going to be coming past.
They say about modesty in public: “If God wanted us to be nude then why did he have us all born fully clothed?”
Well, I get to comment on this men have always asked me about Janelle Stelson since I worked at WGAL but not when she did not to mention other female anchors who worked there.
Was it only yesterday that I watched Bill Clinton jogging up to Kim Lemon in downtown York.
But back to Janelle those men asking me about her you have to wonder if they weren’t already seeing her without clothes.
She wore tight clothes in the “Roger Ailes” Fox News style expected of female news anchors which helped the audience to mentally undress her anyway.
It always grieved me to see an anchor I worked with closely in the late 1980’s Susan Shapiro wearing those tight outfits as she reached my age and beyond.
Since I was in GOP politics later on in the 1990’s I have something to say about Scott Perry but another time.
The Washington State carpetbagger is definitely a “bagger”.
The only question is:
1, 2 or ≥3 ?
She doesn't look THAT guilty, and her younger pics aren't bad at all.
One bag should suffice.
