More than half of adults in thousands of neighbourhoods across England and Wales are on out-of-work benefits, a report has found

The common denominator in these counties is Deindustrialization, structural economic decline, and a post-pandemic surge in health and incapacity-related benefits (such as Personal Independence Payments or PIP) that keep working-age adults permanently out of work.

there are two kinds of high benefits areas

1. According to the Centre for Social Justice (CSJ), the areas with the highest proportions of neighborhoods where the majority are on welfare are post-industrial or seaside towns.

   These areas are among the least ethnically diverse in the country and have exceptionally low immigration rates. For instance, regions like the North East average over 90% White British. Towns like Blackpool and Hartlepool are overwhelmingly White British (ranging from 88% to 95%+ White British) with very small foreign-born populations compared to the UK average.
   
   

2. Severe inner-city deprivation, high living and housing costs (driving up Housing Benefit bills), larger family sizes, and systemic ethnic wealth gaps. Government statistics show that Bangladeshi, Pakistani, and Black African/Caribbean households experience the highest rates of income poverty and reliance on social housing in the UK

Personal Independence Payments is one of the more Orwellian government euphemisms I’ve run across lately.
