It’s looking unlikely that southeastern New Mexico will become part of the Lone Star State any time soon.
Texas lawmakers announced they intended to explore absorbing New Mexico’s oil-rich southeastern counties this spring, drawing predictable ire from elected officials in the Land of Enchantment.
Late Wednesday night, the Texas House of Representatives did end up discussing the subject at a meeting of its Governmental Oversight Committee in Austin. Lawmakers admitted the issue was a bit of a joke, but acknowledged the issue could be a way to broach some concerns on both sides of the state line.
New Mexico state Rep. Randall Pettigrew, R-Lovington, first brought secession to the table in January, when he co-sponsored an unsuccessful resolution that would have allowed New Mexico counties to vote to leave the state.
Pettigrew’s district is in Lea County, one of a handful of counties that produce much of the state’s revenue through oil and gas production. The largely conservative counties do not receive adequate acknowledgement or support from the Democratic-led capital in Santa Fe, he said.
He told the Journal he doesn’t intend for his part of the state to become part of Texas, but instead hopes to draw attention to the discontent in southeastern New Mexico.
Lea and Eddy counties in southeastern New Mexico contain parts of the Permian Basin — the largest oil field in North America. Last fiscal year the Permian Basin in New Mexico generated 745 million barrels of oil, yielding $1.7 billion in severance taxes, according to the New Mexico Board of Finance. New Mexico is the second-largest oil producer in the country, behind Texas.
“Gov. Lujan Grisham is deeply appreciative of all the oil and gas workers in New Mexico, their contribution to the state’s economy ..." said Michael Coleman, governor's spokesperson.

Much of the oil is on state leases. I don’t think Nuevo Mexico is going to give up the royalties.
Actually most is federal.
But a deal could be struck for NM to keep the royalties.

I think it is about 25%. I remember the wells that I worked on near Eunice were all called “State A” I just want our own ski resort.
