A shooting involving multiple suspects and five people shot at Virginia State University prompted a campus lockdown early Saturday.
The shooting happened near the university’s Quad Annexes, and both campus police and Chesterfield County police are actively investigating. County police said officers discovered five people suffering from gunshot wounds outside campus dormitories when they arrived.
The five victims were transported to hospitals, and one initially listed as having life-threatening injuries has been upgraded to critical condition, county police said. The other victims sustained non-life-threatening injuries, police said.
The university said in a statement that the shooting involves “multiple suspects.” The statement asked people to avoid the immediate area.

VSU is just across the Appomattox River from Petersburg, VA ...where I-95 and I-85 intersect. Lots of problems in that city that spill over into the surrounding area.

I could be wrong, but I think it means not “fully federally supported.” Historically black colleges and universities required federal assistance back in the day as states didn’t support them much.
Fully state-supported most likely means no federal backing and relying on the state to ensure it survives. Times were a bit different back then concerning civil rights.
I’m not a fan of homogenized race academics (especially from the mid-70s to present), but what were they supposed to do back when they weren’t allowed at some state universities due to their race? That Virginia was willing to support that school without federal assistance says a lot about the healing of race relations in the former capital state of the Old South. It bears distinction, in my humble opinion.
To be fair to your point, most of today’s colleges and universities are built on a federal and state welfare system. Tax dollars are simply thrown into the fire of academia with little to no return on investment.

No more than the University of Virginia. I respect HBCUs. They generally do a good job of educating black Americans. It’s a good use of taxpayer dollars.
