A Baltimore police officer is charged with misconduct and making false entries in a public record that prosecutors said burdened other officers and potentially jeopardized their safety.
The indictment alleges that a random audit in December 2025 found Officer Dequwan Houchins made numerous false reports of traffic stops in the electronic reporting system known as CAD for at least four months, prosecutors said.
"This was just a lazy cop who didn't want to do anything and wanted to collect a paycheck," Baltimore Police Commissioner Richard Worley said during a news conference.
According to prosecutors, ethics investigators suspected that Houchins used the false reports to claim that he was unavailable to respond to any service calls, leaving other officers to pick up calls that would have been assigned to him.
Prosecutors said undercover BPD investigations conducted from April to May observed Houchins to determine the legitimacy of traffic stops.
Instead, undercover investigators observed Houchins sitting idle in his car or ordering a smoothie at a smoothie store and not conducting any traffic enforcement during the illegitimate documented stops, prosecutors said.
"The allegations in this indictment reflect a troubling disregard for that responsibility," Baltimore City State's Attorney Ivan Bates said in a statement. "By allegedly entering false traffic stops into the CAD system to make himself unavailable for service calls and instead relaxing, sipping on a smoothie, or attending to other personal matters, this officer placed a burden on his brothers and sisters in uniform and potentially jeopardized their safety"

If convicted, Houchins could face a maximum penalty of 12 years in prison and/or a $4,000 fine for the four counts of false entry in a public record. The five counts of misconduct in office do not carry a maximum penalty.

Fire him, and he could conceivably get a police job somewhere else. Indict him, then offer to drop the charges if he voluntarily surrenders his police certification.

I see perjury - lying on official documents. You or I do that, we’re charged with a crime.

I recall being asked that same question during a traffic stop I made after the driver passed a stopped school bus nearly striking a child. I told him, no, my boss said I can write as many as I want. He failed to see the humor in my response.

I’m betting he’s so useless he seldom gets called as a witness. It does seem pretty harsh. He was probably a jerk.

Good question. It’s because many departments - and especially smaller ones - are having trouble finding certified officers ready to hit the streets.
In my neck of the woods, there was this cop who was pursuing a car thief. The thief jumped out of the car, and started to run. The pursuing cop got out of his car, and promptly shot the thief in the back.
The thief survived, and got a big payday in a lawsuit. The cop was charged with reckless endangerment, and was fired.
Oh, and that cop was soon hired by the next police department down the road. As far as I know, he’s still working there today.
