'They Kept Me Like a Slave': Teen Says Xavier Becerra's Child Migrant Program Ended in Sexual Abuse
Red State ^ | 08/03/2026 | Jennifer Oliver O'Connell

On Monday, the latest video dropped, exposing the cruelty and calculation of former Biden Health and Human Services (HHS) Secretary Xavier Becerra in his oversight of the Office of Refugee Resettlement (ORR). But instead of whistleblower testimony, this new release is from an alleged victim of the system that Becerra built.

These large-scale refugee ORR encampments were the brainchild of then-HHS Secretary Becerra, who is running against Republican Steve Hilton for the California governorship, and Becerra has bragged about the operation, comparing the farming of minors through the facility as an "assembly line."

As RedState reported, Hilton has been releasing these testimonies from whistleblowers who are exposing the ORR unaccompanied minor encampments as centers that facilitated child trafficking, slave labor, and sex trafficking under the guise of connecting these minors with family members or sponsors within the United States.

Hilton addressed this thusly:

Juana Rebecca Pérez Santay, one of the alleged victims of Becerra's assembly line, was only 17 years old when she came across the Southern border in May of 2021. Santay said, "Xavier Becerra failed to protect us. He failed me because he didn't protect me."

Santay was farmed like cattle through the resettlement center, and then placed in the hands of a supposedly vetted sponsor through HHS's ORR program. Instead of being safe, Santay wound up in the hands of slave laborers and was almost raped.

Santay, who does not speak English, spoke in Spanish. Santay said a social worker accompanied her as she was placed on a resettlement flight to connect Santay with her sponsor. Instead of actually meeting up with the sponsor, the social worker dumped Santay at the airport and left. Santay said she called the number she was given and was picked up by three men who took her to a house.

Santay was told by the woman who ran the house that she was here to work 20 hours a week making food. Instead, Santay worked seven days a week for almost 24-hour shifts, and was forbidden to touch the food she was making. Santay said she was deprived of water, and if she complained, she was threatened with deportation.

"I have been sexually abused. I slept on a ceramic floor, in a room with four men who were sleeping there," Santay said.

When a drunken man came into the house where Santay was being imprisoned, he honed in on her and decided he wanted to sleep next to her. Then he proceeded to try to rape her. The lady sponsor told the young woman to let the man rape her because, "he's a drunk and he doesn't know what he's doing."

Santay concluded: "Xavier Becerra failed me because he never cared about my safety. I ended up in the hands of child traffickers, and I was almost raped. They kept me like a slave; they didn't let me talk to my family. If he were to become governor of California, it would be horrible, because I would not want what happened to me to happen to other children."

It is even more maddening hearing her calmly speak about these horrors.

Certain members in the House of Representatives are on a campaign to remove sexual predators from their ranks, and this is a righteous mission. Anyone who seeks to victimize others should never have power over other people's lives and the decisions that they make.

Yet, if Californians choose Xavier Becerra, they will allow a man who facilitated the trafficking, abuse, and modern-day slavery of young men and women, and then lost 300,000 of them without thinking twice about how to recover them, to control the affairs of the nation's most populous state with purportedly the fourth largest economy in the world.

This ought not be. Accountability should be demanded before someone ascends to a higher office, not after they are given the reins.

Xavier Becerra vis a vis foreigners—he dutifully protected Pakistani Muslim Imran Awan—
his and other Democrats’ tax-paid IT employee.

Becerra obediently made a tax-paid House Democratic server “disappear” after Awan was investigated for stealing US secrets possibly to resell.

The criminal element of Imran Awan, a former Muslim IT staffer employed by several House Democrats—including Becerra—was ultimately exposed and investigated for:
<><> a. bank fraud, and,
<><>b. improper access to tax-paid US House systems.

In July 2018, federal prosecutors concluded an 18-month investigation into Imran Awan, a “Pakistani operative,” protected by Becerra and House Democrats wrt stealing US government secrets.

Prosecutors confirmed that the US Attorney’s Office and Capitol Police investigated these claims, which included stealing from a tax-financed House Democratic Caucus server, and reviewing US government electronic communications.
Imran Awan pleaded guilty to making a false statement on a bank loan application, and improper access to tax-paid US House systems.

These allegations stemmed from broader theories about the Pakistani’s IT scandal.

Becerra, now a Cali gubernatorial candidate, obediently made a tax-paid House Democratic server “disappear” after the Awan was investigated for stealing US secrets possibly to resell.

Fact Check: Xavier Becerra Lost Track Of 85,000 Migrant Children, Many To Traffickers
Public ^ | 13 May, 2026 | Michael Shellenberger

California Democratic gubernatorial front-runner Xavier Becerra went viral yesterday for saying to a local Los Angeles television (KTLA) reporter, after she asked a hard question, “By the way, this is a profile piece, this is not a gotcha piece, right?” Reporter Annie Rose Ramos responded, appropriately, “These questions are fair. It’s in order to learn about you as a candidate.”

Progressives responded by criticizing Becerra’s messaging. A progressive Pod Save America co-host and former Obama spokesman, posted on X, “Politicians and candidates…let your staff have these whiny conversations! Or at least don’t do it on camera!” Former Obama strategist David Axelrod wrote that Becerra, as HHS Secretary during COVID, “rarely was the administration’s point person in communicating to the American people on the pandemic,” adding that the KTLA exchange “may be the reason why.”

But the underlying problem is not that Becerra is a poor communicator but rather that he is the person responsible for losing 85,000 migrant children under Biden’s open borders policy, which was what KTLA’s Ramos asked about.

When Becerra was Biden’s Secretary of Health and Human Services (HHS), its Office of Refugee Resettlement (ORR) could not reach more than 85,000 unaccompanied children after releasing them to sponsors. Eleven ORR managers warned in a July 2021 memo that labor trafficking was rising and that the system “rewards individuals for making quick releases, and not one that rewards individuals for preventing unsafe releases.”

The New York Times found 13-year-olds working in meat plants, 12-year-olds at Hyundai and Kia supplier factories, and children who should have been in middle school working at commercial bakeries.

If your vote could change anything in California they would not let you do it. When do they build a wall to protect their Socialist paradise to prevent people from escaping into Capitalist Hell?

Xavier Becerra’s leadership as Secretary of Health and Human Services (HHS) was heavily criticized for losing contact with tens of thousands of unaccompanied migrant children. An investigation by the New York Times found that HHS lost contact with at least 85,000 migrant children (about a third of the total) over a two-year period, with some estimates running even higher.

The core issues were:

Lapses in Oversight: The HHS Office of Refugee Resettlement hastily vetted sponsors and frequently failed to follow up to ensure the children were safe after they were placed.

No Legal Mandate: Becerra and HHS officials frequently defended the agency by noting that once children are discharged to sponsors, the government loses the legal authority to monitor them, and sponsors are not required to maintain contact or respond to follow-up calls. These circumstances have drawn severe criticism.

Reports of children facing exploitation or forced labor have made the issue a prominent point of contention, heavily scrutinised in political contexts such as the California gubernatorial race.

You can explore the full New York Times New York Times investigation for detailed breakdowns of the HHS vetting failures, or read the House Committee on Energy and Commerce oversight reports to see congressional perspectives on the crisis.

Perhaps people will perceive this as cruel. She’s been here since 2021 and cannot speak English.

“She’s been here since 2021 and cannot speak English.”

People, both legals and illegals, have been here 30 years surviving on our tax dollars, and they can’t speak a word of English, either.

For citizenship, being proficient — not necessarily expert — in English should be required.
