Former Mass. postal inspector pleads guilty to stealing $340K from scam victims

A former Boston-based U.S. Postal Service inspector has pleaded guilty to charges related to stealing at least $340,000 from scam victims, the Massachusetts U.S. Attorney’s Office announced Friday.

Scott Kelley, 52, of Pembroke, pleaded guilty in federal court to five counts each of wire fraud, mail fraud, filing false tax returns and mail theft by a postal officer; 23 counts of money laundering and one count of structuring to evade reporting requirements.

Kelley worked at the Boston Division of the U.S. Postal Inspection Service (USPIS), the law enforcement arm of the U.S. Postal Service, federal prosecutors said. In 2015, he became the head of the division’s mail fraud team, supervising postal inspectors who investigated scams targeting older adults and other vulnerable populations.

As part of Kelley’s job, he was part of a nationwide crime-prevention initiative called Jamaican Operations Linked to Telemarketing (JOLT), federal prosecutors said. The goal of the initiative was to disrupt mail fraud scams originating in Jamaica that made false promises of sweepstakes or lottery winnings.

Scammers involved in this type of scheme contact victims while posing as lottery representatives, federal prosecutors said. The scammers persuade victims to mail funds for fake fees or taxes, claiming that the victims need to front this money before they can collect their prize.

As part of the initiative, USPIS created a daily “JOLT Report” — a list of Priority Mail parcels being tracked by IP addresses in Jamaica, federal prosecutors said. The packages were known as “JOLT parcels,” as they likely contained cash sent by scam victims.

In 2019, Kelley asked to be put on the JOLT Report email distribution list, federal prosecutors said. Once added to the list, he began forwarding the report to a support staff person.

He was a postal inspector. When scam victims sent money to the scammers, he had it redirected to go to him.

I have pretty much stopped sending checks through the mail, except for a very few, very local accounts.

That’s a red flag right there.
