A wide spread scale over the secret network used to move Iran's oil revenues around international sanctions has [received] criticism. Senior officials have discovered that [corrupt intermediaries] have misappropriated at least $1.6 billion, with some fleeing the country.
The controversy has expose the unofficial network of so-called trusts: companies and intermediates entrusted with receiving and transferring oil revenues outside the international banking system.
Speaking on state television on Sunday, the head of Iran's State Inspection Organization, Zabihollah Khodaeian, said one intermediart alone had failed to return $200 million in state funds before leaving the country.
Khudaeian added that judicial authorities had opened 59 criminal cases against managers of commercial companies. some ones have been arrested.
Iranian media also reported that providers had issued Interpol Red Notices for 15 intermediaries linked to the network.
[The theft] drew untypically blunt criticism from Majid Reza Hariri, head of the Iran-China Chamber of Commerce.
In a public message addressed to Tehran's prosecutor, Hariri said the Interpol requests means at least 15 trusted intermediaries had escaped with "billions of dollars" in national wealth.
"Who introduced these trusts? Who guaranteed them? And what is no action being taken against those who are behind them?" he has asked.
Although Hariri's estimate has not been independently verified, his comments echoed questions in Iranian media over how [private persons] were [trusted] with handling billings of dollars in oil revenues [without] concealed failures in oversight.
A Product of Sanctions

Unable to receive oil payments through conventional banking channels, Tehran substantially relied on trusted intermediaries with access to foreign companies and bank accounts to collect, hold, and transfer export revenues.
Many of these intermediates operated through countries including the United Arab Emirates, Turkey, and Oman.
Iranian still exports oil under sanctions [by rail and other means], it [was also forced to] create a closed financial architecture operating outside of any of the transparency, audit, and compliance mechanisms that govern formal banking systems.
Trusties have never been clearly defined under Iranian law. By nature, little is publicly known about how they are selected, what commissions they receive, what guarantees they provide, and how their activities are supervised.
Oil revenues can reside in intermediate accounts for days or even weeks before reaching Iran, allowing trusts to benefit from holding large balances while the state bears the financial risk.
Oil Minister Mohsen Paknejad has previously said the Oil Ministry's responsibility ends with marketing and selling crude, while the Central Bank determines where the export revenues are deposited and supervised their transfer.
The issue is especially sensitive because they are not regular commercial intermediates, but they are most important financial transactions to Iran.
Officials maintain that such intermediaries are indispensable so as long as sanctions keep Iran excluded from the international banking system.
The expanding investigation, how ever, has transformed what was when was a near hidden mechanism of sanctions evasion into yet another [albatross] for the Islamic Republic, raising difficult questions about both the alleged use and the system that allowed it to flourish.

All that said, I applaud this theft. I think it hilarious that dirtbags are stealing IRGC money. I wish the thieves well, and may they have many awful-colored Lamborghinis and gold digging (but hot) Eastern European women.
This is a great story to exacerbate factionalism.
I have to believe the US figured out how to shortstop some of this money, and simply “plucked” it away. It’s the part of warfare that countries don’t always talk about.

What is not said is most of the thieves are IRGC-adjacent.
They set up this smuggling and laundering operation, and then get personally rich at the expense of the Iranian people.
It’s bad, in that it gives certain members of the IRGC a reason to keep the conflict alive.
It’s good because it hastens the demise of the Iranian mullahs as the economy collapses. Most Iranians are government employees or on some kind of “minimum income” situation. No oil money means the plebes get restless.

“getting restless” is meaningless if they are vulnerable. Iran murdered 40,000 rioters, which is high even for a totalitarian state.
The Persian people can help themselves ONLY if they are armed enough to make it risky for an IRGC thug to feel safe.
