House passes reconciliation framework for Pentagon boost, voting restrictions

by Emily Brooks and Sudiksha Kochi - 07/22/26 5:00 PM ET

House Republicans on Wednesday approved a $95 billion framework for a third budget reconciliation package that would boost funding for the Pentagon, provide agriculture aid and provide money to encourage states to adopt voting restrictions.

The vote is a victory for Speaker Mike Johnson (R-La.), as he had to win over lawmakers in his razor-thin majority who were concerned about the lack of spending offsets in the package.

. . .

The lower chamber voted 216-214 to approve the budget blueprint.

Reps. Warren Davidson (R-Ohio), Thomas Massie (R-Ky.) and Kevin Kiley (Calif.), an independent who caucuses with Republicans, joined all Democrats in voting against the measure.

. . .

The special budget reconciliation process would allow Republicans to bypass the Senate’s 60-vote threshold, enabling them to pass budget priorities along party lines . . .

Leaders also argue that the reconciliation process offers the best chance at delivering something in the vein of the Safeguard American Voter Eligibility (SAVE America) Act, a Trump-pushed bill to require proof of citizenship to register to vote in federal elections and presentation of an ID to cast a ballot. While the framework does not spell out the details of how such a program would work, the idea is to create a grant program to encourage states to adopt such voting restrictions.

. . .

It was difficult to find an article that focused on the SAVE Act provisions in the bill as the legislation does a lot of things including:

Rename the Department of Defense the Department of War, Codifies “over 65 of the Trump administration’s executive orders and legislative proposals, Authorizes a record $1.15 trillion for military weapons and programs, raises servicemembers' pay, rebuilds depleted stockpiles, sets policy toward allies and expands government-owned manufacturing of military assets. Establish a U.S.-Israel Defense Technology Cooperation Initiative and direct the Pentagon to designate an executive agent to oversee and coordinate defense cooperation, including joint research, technology development and industrial collaboration between the two countries. The bill also expands Israel's access to U.S. war reserve stockpiles and expands other areas of military cooperation.

How absurd is it that the American people for once are mostly united on wanting photo id voting but some in the US Senate are blocking it.

Other than their usual big money lobbyists and foreign agents, who are the Senators trying to please?

It began as the Department of War...Should never have been changed.

Probably the same Congress who said...we'll have more daylight if we change to clocks.

Yep, SAVE Act will be one of the first things tossed by the senate.

How does establishing a joint defense company and giving Israel direct access to US military stockpiles make America great again?

How absurd is it that the American people want stricter gun control by about the same 75% majority, but we oppose it?

Because it’s unconstitutional.
