The Declaration of Independence was a resolution, so perhaps Congress could pass another resolution to repeal it. But it probably would wouldn’t be binding, since the Second Continental Congress preceded the Constitution.
I don’t think Congress can decide what bathroom to use.
How do you replace a one time declaration which has been legally superseded by the Treaty of Paris (1783)?
Note: The United States and each state declared independence in 1776. The Kingdom of Great Britain legally acknowledged that independence by treaty in 1783. The declaration and the initial treaty have been reinforced by multiple treaties between the parties since then.
