The U.S. Department of Labor, Office of Inspector General (OIG), today launched a major investigation and is intensifying enforcement efforts to combat fraud and human trafficking in the H-1B and Program Electronica Review Management (PERM) systems. Working alongside federal law enforcement partners and President Donald Trump and Vice President J.D. Vance’s Taks Force to Eliminate Fraud, the OIG has uncovered widespread schemes in which employers and labor brokers submitted fraudulent applications, exploited foreign workers through coercive wage-kickback arrangements, and undercut American workers by flooding the market with below-wage labor. These abuses undermine the integrity of Department of Labor programs designed to address genuine labor shortages — not to line the pockets of bad actors at the expense of American jobs. This investigation reflects the OIG’s unwavering commitment to dismantle human trafficking and forced-labor networks that exploit the foreign guest worker visa system. The OIG is determined to root out every scheme that preys on vulnerable workers and take jobs from American workers.
“My team, in conjunction with President Trump and Vice President Vance’s Fraud Task Force, has worked relentlessly to uncover fraud, safeguard taxpayer dollars, and hold bad actors accountable. For far too long, fraudsters believed they could game the U.S. employment-based visa system and get away with it. They were wrong,” said Anthony P. D’Esposito, Inspector General, U.S. Department of Labor. “This isn’t just paperwork fraud—it’s the exploitation of vulnerable workers, forced labor, the displacement of American workers, and abusive human trafficking. As the Inspector General, my top priorities are exposing fraud, protecting American workers, and putting criminals in cuffs.”
Public Awareness and Reporting Campaign
To safeguard workers and strengthen H-1B and PERM program integrity, the OIG is launching a nationwide awareness initiative encouraging:
U.S. workers who believe they have been displaced or harmed by potential H-1B or PERM fraud or related industry practices, and Foreign workers who believe they have experienced exploitation, coercion, benching, or fraudulent recruitment practices, and Any workers who believe they were compelled against their will to provide labor or services through force, fraud, or coercion, to report concerns confidentially or directly. Reports may be submitted to the U.S. Department of Labor OIG Hotline: 1-800-347-3756 or https://www.oig.dol.gov/hotline.htm

VP Vance and OIG should first check all government contracts and when the Fed is paying for these H1B.
Example: Deloitte is the #1 abuser of H1b. H1b work on the #1 Welfare FRAUD, which is the Deloitte IES Integrated Eligibility System which enrolls and manages people for Medicaid, CHIP, SNAP, WIC, TANF, Sec8, LIHEAP, etc. in most states... all the big states... CA TX FL GA IL MI PA NY etc.
The H1b are convenient for Deloitte because the H1b cannot speak out about the fraud they see as IT workers on IES and other government contracts. If they speak out they will be replaced.
H1b did not create the IES FRAUD. But it is convenient that they work for Deloitte IES.
H1b fraud...would end if the entire program was just killed.
It was sold on a falsehood: scarcity of programmers in the early 1990s.
Wasn’t one then, isn’t one now.
So kill it.
The EB-3 visa for foreign nurses is widely abused as well.
They are also lying about the numbers of visa holders. There are millions. And millions of American tech workers in poverty now.
There is not one documented case of an H-1B worker leaving the USA to go home. If you can find one please leave their name and proof here.
This rivals the “Partition of India” in 1947. It is only allowed to continue because nobody knows about it. That is by design.
“There is not one documented case of an H-1B worker leaving the USA to go home.”
FALSE

Of course they’re not going to go home.
As easy as the Indians(’’swallibops’’) get here on an H1B the first thing they do is send for the rest of the family from memsab(grandmother) down to the sacred family cow.
I have worked in IT beside many H1b (and other types of visa). When Satyam fell was the most massive back-to-India of H1b and other visa holders.
H1b (and other visa holders) frequently travel between the US and India. For example, the H1b on the GA Voter Registration project frequently traveled back and forth between the Friends of Dodd bosses in CT and India, where the design and development of the GA Voter Registration System occurred.
Many H1b flip between other visa types. For example, at State Farm there were Indians on student visa working as if on an H1b visa. There were other types also. For example, I would ask an Indian “What type of Visa do you have?” He would answer “It’s in progress...meaning he had no visa at all and was “undocumented” ... but he ... and his bodyshop expected to be approved for a visa at some unknown point in the future.
“They are also lying about the numbers of visa holders.” As Bill Clinton would say “It all depends on what the meaning of visa is”.
The US needs to have top quality engineers able to be trusted (i.e. citizens) to keep our military well supplied.

When a country like Turkey is developing first-class systems the US can no longer risk turning off the domestic production of engineers.
Young Americans will not spend $250,000 and four years of their time going to college to learn about engineering unless there will be reliable future employment for American-born engineers.
“the US can no longer risk turning off the domestic production of engineers.”
Agreed. #1 The US must improve its K-12 education system. Not enough Americans can read the manuals and do the math necessary.
The #1 improvement is getting rid of the US Dept of Education and letting the states compete. Some states will have more private and specialized schools than other states. Let them compete. Let parents vote with their feet where their children will go to school.
The #2 improvement is no government $ for Gender Studies and other nonsense in colleges. Government money should go to math, hard science, technology.
End the program and kick out every Indian humanly possible. They don’t belong in the West (same with Muslims)
True most dont leave and it is a real problem. However, I do know a few that chose to return home, specifically Indians. And no I'm not going to post their names or incriminate my company.
Yes, there are man forms of visa. Student visa are one of the most abused. Many student VISA holders are working.
I have been in IT since 1983, my sister since 1959. There is a shortage of competent IT workers, programmers, BA, QA, DBA, etc.
The more we cut down on foreign workers, the more jobs will be offshored. Currently an IT shop might have 30 foreigners and 70 citizens. If the foreigners are sent home, all 100 jobs will go with them in many cases.
Consider GA Voter Registration: Why was it designed and developed in India with only a couple H1b in CT to meet with the Friends of Dodd and shuttle back and forth to India?
Note the dates.
You must be joking.
I was in a sw startup decades ago in the silicon slum.
Had resumes pouring in from all over the US and from Taiwan.
Had one guy from India. Nice guy, merely competent.
If the demand is there, Americans will meet it. Our kids kids will meet it.
Never needed a single foreigner.
It was never anything but a labor cost arbitrage in the first place.
That’s what Trump uses tariffs to combat. Fix this crap and we back off tariffs. But everyone will complain.
My point is that it is relatively rare. It is not tracked. It is not enforced. It is just assumed. The whole thing is a massive fraud on a biblical scale.
I can align with that
