~The FReeper Canteen Presents~ Road Trip: White Sands Missile Range, New Mexico 
White Sands Missile Range (WSMR) is a military testing area operated by the United States Army. The range was originally established as the White Sands Proving Ground on 9 July 1945. White Sands National Park is located within the range.     

The White Sands Test Center (WSTC) is responsible for planning and conducting tests at White Sands Missile Range (WSMR), New Mexico, USA. WSTC reports to the United States Army Test and Evaluation Command (ATEC). WSMR is designated as an activity within the Department of Defense (DoD) Major Range and Test Facility Base (MRTFB), a core set of DoD Test and Evaluation (T&E) infrastructure and workforce preserved as a national asset to support the DoD acquisition system. 
The Range possesses capabilities and infrastructure utilized by the US Army, Navy, Air Force and other government agencies as well as universities, private industry, and foreign militaries. As a tri-service facility (Army, Navy, and Air Force), WSTC supports the Army by providing data collection and analysis, instrumentation development, modeling and simulation, research assessment, and technical services. 
The primary mission of WSTF is to support NASA's Space Station program, and previously the Space Shuttle. As the official Johnson Space Center (JSC) Propulsion Systems Development Facility, WSTF participates in propulsion systems testing, with test expertise in hypergolic and mono-propellant handling and training. During the orbiter's life WSTF also managed and operated the Shuttle Fleet Leader program which consisted of testing orbital maneuvering and reaction control (thruster) subsystems.WSTF Propulsion
White Sands Test Facility offers numerous ambient pressure and altitude simulation stands to test rocket propulsion test systems as well as single rocket engines.

Here's the information that's available, looks like things are pretty buttoned up:
Civilians are allowed to visit specific public areas on White Sands Missile Range (WSMR), such as the WSMR Museum and Missile Park. However, because it is an active military installation, access requires a strict screening process, and certain areas are closed during missile testing.
White Sands Missile Range Museum
Here is what civilians need to know before visiting:
Entry Requirements: All adult visitors (without a military ID) must go to the Visitor Control Center to undergo a criminal background check. You must bring a REAL ID-compliant form of identification (such as a valid U.S. passport or enhanced driver's license) and proof of vehicle registration and insurance.
White Sands Missile Range Museum
The Museum & Missile Park: Located just inside the main gate, it is free and open to the public Monday through Saturday (excluding federal holidays). Civilians are generally required to park outside the base and walk about 5 minutes to the museum area.
White Sands Missile Range Museum
Trinity Site Open Houses: The famous Trinity Site (where the first atomic bomb was detonated) is located deep within the missile range. It is closed to the public year-round except for two designated open house days (usually in April and October). On these days, civilians are permitted to drive onto the base in a caravan to tour the site.
Safety & Closures: Because the range is active, US Highway 70 and Dunes Drive are occasionally closed for periods of up to three hours during missile tests. Check the US Army White Sands Missile Range Facebook for up-to-date gate statuses and test schedules before you travel.

I live east of Phx. Sometimes at dawn we can see the contrails from launches from there. We are about 315 miles away.
We can occasionally see the launches from Vandenberg, CA if the time is right. 500 miles away
