Since they are not on the swift system, nor are they using dollars….the US sanctions are about as toothless as the folks in the nursing home down the street.

Try reading the article, the power is not against Iran specifically but anyone who would cooperate. They can be sanctioned as well. While is seems a stretch it is by no means totally useless, it has some value as a threat.
The article is a very short read, posters here would do well to read first before making baseless statements:
