I looked up neutron bombs and it turns out nearly all the big war countries have moved on from them and it’s an old fashioned topic to them. A shame. I like the idea of buildings and power plants standing while the evil humans are gone and we can move in.

I think they need a second round. Themore this goes on, they are just bs’ing and using time to do stuff behind the scenes (which I am sure we know the majority of).
I would think they dont want to use the current crappy infrastructures of many of these places. Tthink about the destination targets.
Neutron bombs also assume we want to have a future presence there. Not a good assumption.

Iran always says there is no pending deal. They are not wrong.
