Rand Paul’s 'Six Penny Plan' can reap big rewards with little pain on out of control spending

Senator Rand Paul, R-Ky., has introduced a detailed concurrent budget resolution known as the "Six Penny Plan" that lays out a clear, decade-long roadmap to end chronic federal deficits, achieve surpluses, and begin reducing the national debt. Paul's plan, announced late 2025, sets firm, enforceable spending and revenue targets for fiscal years 2026 through 2035 without raising taxes beyond current projections.

"It balances in five years" Paul told Just The News. "But it's important to know that it has to be every bit. It's 6% of the entire budget. It doesn't work on just the discretionary budget."

The U.S. national debt currently stands at approximately $39 trillion, representing the total amount the federal government has borrowed over time to cover spending that exceeds revenue, with debt held by the public around $31 trillion and the rest intragovernmental holdings. $7 trillion in spending annually

The debt has been growing rapidly in recent years, often by $2–3 trillion annually or roughly $6–8 billion per day, driven by persistent budget deficits that now average well over $1 trillion each fiscal year and show no signs of slowing without major policy changes, which both parties have shown to be reticent to accomplish.

The federal government spends about $7 trillion annually (based on recent fiscal years like FY 2025), with the biggest expenditures going toward mandatory programs such as Social Security (around 15–22% of total spending), Medicare and health programs (another 15–20% combined), national defense (about 13–24%), and net interest on the debt (roughly 12–14% and rising fast as borrowing costs increase).

Every illegal alien (and a lot of legal ones) are a net drain on the government. Getting rid of all of them would help matters over time

I’ll give the man credit, he keeps trying to float ideas like this every couple of years, despite the fact that almost everyone else in congress (including most of the so-called “conservatives”) keep ignoring him and doing the exact opposite, jacking up spending through the roof.

IT would be great if they took this seriously.......but we the people don’t take it seriously either.

We bitch that a dollar doesn’t buy what it used to, but won’t give up the government spending which creates the deficits. Yet the majority are poorer. Those who already own assets get relatively richer.

Many politicians want to “kick the can down the road” and not make the difficult decisions necessary to preserve the United States. It is acceptable to them to leave unsustainable debt to their children and grandchildren. They do not have the courage to halt fraud against the government. They do not want to deal with illegal immigration and the resulting impact on US citizens and the economy. It would be acceptable for them to allow Iran to persecute its citizens, and develop nuclear weapons, and send immigrants to the US to threaten its neighbors and the United States.
Fortunately, there is a businessman who is willing to make these difficult decisions for the long term good of the United States and receive the continual criticism of those who will not make them. I hope that TDS will not infect the ability of many to exercise good judgment in the future when critical decisions must be made.

There is a cadre on FR that absolutely hates the independent thinking Rand Paul. Yet there are few if any elected public officials who make more sense but are ignored. His father Ron Paul stood alone opposing American entanglements in Iraq and Afghanistan. Yet he was prescient. In his speeches he outlined chapter and verse the harm that would come to America. He even predicted that the entanglements would result in a future destructive Democratic regime. Ron Paul was also ignored. Sadly Lindsay Graham has influence.

Ban all illegals from any public assistance, ban the obamaphones, and require restitution in some form from all the fraudsters. Eliminate SDI eligibility for high functioning autistics and the queers. Wind down SS with replacement of tax advantaged personal savings accounts, allowing people to switch off. Implement a federal flat tax of 10%, no more refunding people working under the table sucking up welfare. Hit companies paying under the table with fat fines and EOs getting jail time. Eliminate medicare for all and cut federal workforce by 20% where possible. Make Death Penalty Expedient again, and cut the judges on courts by 20%. End all federal subsidies except for disaster recovery to the states. Refuse to pay congress or their staff for any year we run a deficit and cut the federal budget for all activities by 2% year over year for minimum 5 years, ideally 10. Cut all the NASA funding, Cut all the federally subsidized research, eliminate or renegotiate all leases for federal buildings. Jail congresscritters for corruption and whoring out their position for money.

He’s an MD who’s been in Congress for 15 years. Doing nothing but talking.

He obstructs, more than any rino, president DJT who is a brilliant if not genius business man with an innate, educated, experienced mind for finance. He graduated from a top three finance school. He knows and played team sports. He attended a military high school.

Heated what Paul can do with his petty finance ideas- quit obstructing President DJT and get with the program

It’s 39 trillion and growing. Because of him and he’s idiotic colleagues. No amount of penny pinching from taxpayers is going to fix it.

How about enforcing the Constitution over the federal gov’t?

$3+ trillion, 80%+ of the federal gov’t is not authorized by the Constitution, the majority of which is unconstitutional federal healthcare.

Nuke that, $3+ trillion goes back to the people, and the IRS would be a store front but America would be rich in both freedom and in the economy!
