Since it broke apart in flight, and so many people were injured, is it possible it was set up to immulate carpet bombing? Carpet bombing of areas containing a concentration of civilians is illegal under modern international humanitarian law and is considered a war crime. Just another vicious attack using illegal and destructive means.
