Man charged with murder after Bellevue hit-and-run, two other hit-and-runs alleged

A 68-year-old man has been charged with second-degree murder after authorities say he deliberately drove his car into a woman in a Bellevue YMCA parking lot, killing her, and then struck two more pedestrians in Tacoma later the same day.

Mark A. Adams, 68, is charged in King County Superior Court with second-degree murder and hit-and-run resulting in death in connection with the Feb. 28 killing of Shinko Oshino, 88, according to a certification of probable cause.

Prosecutors allege Adams used his vehicle “as a weapon” and are seeking $5 million bail, citing what they described in court documents as an escalating pattern of violence and a history of failing to appear in court.

Officers responded about 7:41 a.m. Feb. 28 to a report of a vehicle striking a pedestrian in the YMCA parking lot at 14230 Bel-Red Road, according to the probable cause statement.

Oshino was found in the lower level of the parking lot. Bellevue Fire Department personnel attempted lifesaving measures, but she was pronounced dead at the scene from multiple blunt-force injuries, police said.

She was identified through YMCA staff, and her identification was found near her.

Surveillance video from YMCA cameras and a Tesla parked in the lot showed a white Toyota Camry entering the parking lot around 6:45 a.m. and circling multiple times before returning to the same parking stall, police said.

At about 7:40 a.m., video shows Oshino walking south in the lower lot as the Camry pulled out of its stall and drove toward her, according to investigators. The car turned slightly, aligned with her path and accelerated, striking her.

Oshino was carried on the hood for about 120 feet before the car braked, causing her to fall to the ground. The vehicle then accelerated and drove over her again without stopping, police said.

Two witnesses told investigators the car did not slow down or stop after Oshino was struck. One witness said the vehicle was traveling fast with the woman on the hood. Another said he saw what he initially thought was a “fake body” fall from the hood before it was run over.

Police identified the vehicle as a white Toyota Camry with a Washington license plate AXG9184.

Adams is the registered owner, according to court documents. YMCA staff told investigators Adams was a member and was known to drive the Camry and to be alone in the vehicle.

A license plate reader captured the Camry in Auburn about an hour after the Bellevue incident, police said.

Two additional hit-and-run incidents

Authorities allege Adams then drove south to Tacoma, where his vehicle was linked to two additional hit-and-run incidents later that morning and early afternoon.

In one case, around 10 a.m., a skateboarder reported that a white sedan followed him, matching his speed before striking him as he attempted to move out of the roadway, according to police reports cited in the probable cause statement.

In a second incident around 12:39 p.m., surveillance video at a Tacoma gas station showed the same vehicle circling the property.

The car appeared to drive toward a truck driver walking to his vehicle before circling again and accelerating toward another pedestrian, striking him from behind, investigators said. The victim was thrown over the hood and windshield and suffered a spinal fracture. The driver then reversed toward the victim as he lay on the ground, police said.

Investigators obtained real-time and historical cellphone location data for Adams’ phone, which they said placed him near the YMCA at the time of the fatal crash, near Auburn when the license plate reader captured the Camry and in Tacoma around the times of the two reported hit-and-runs.

Real-time location data later showed the phone in Port Townsend.

Adams was arrested on March 1 at a home on McPherson Street in Port Townsend, according to court documents.

Authorities said that at the time of his arrest, Adams asked a deputy whether Bellevue or Tacoma police were there to pick him up.

Prosecutors say Adams is also the restrained party in an active protection order in King County involving allegations of stalking and threatening his elderly mother and her husband with a knife.

Court records cited by the state show Adams has had multiple warrants issued in prior cases and two prior convictions for violating court orders.

In addition to the $5 million bail request, prosecutors are seeking conditions including no contact with Oshino’s family, no contact with members of the Bellevue YMCA, and a prohibition on entering the YMCA property.

Adams arraignment, where an initial plea is entered, is scheduled for Monday morning.

That this guy was free to drive around and kill people demonstrates the travesty against justice that governments run in leftist enclaves like King and Pierce Counties of WA.

WTAF?

This guy has restraining orders, convictions, multiple outstanding warrants, and kills people with his car when out of prison.

What bail is enough to justify his next murder? Will it be you or me? I AM exactly a guy with a truck at a Tacoma gas station every third day. Do *I* get the honor of being murdered by this jack hole when he’s out on bail for his last murder and attempted murder?

Where is Justice, Washington???

Escalating pattern of violence until he killed someone. Should have been detained in jail or a mental institution long before this.

Adams asked a deputy whether Bellevue or Tacoma police were there to pick him up.

He figured he'd done nothing wrong b/c they'd let him off so often and was never picked up for "failing to appear in court."

Happens when you have soft-on-crime politicians, DAs and other apologists, as they do in Washington State.

The guy was an impatient for a time at Western State Hospital, one facility that houses the insane and mentally incapable.

The guy is a sandwich short of a picnic. He never should have been let out of a locked ward at Western. Second degree murder, if they convict him with his mental problems history, is a life with parole. He obviously didn’t leave his abode looking for a particular person. So they are trying to confine him for the rest of his life, not try him for murder. That’s the tool, not the charge.

I spent 6 weeks at Western State as an observer in 1973, it was my army Project Transition choice.
