California's gas prices could spike due to proposed state climate regulations, oil executives say

SAN FRANCISCO (KGO) -- In a letter sent to Governor Gavin Newsom and other California officials this week, energy giant Chevron expressed its concerns over possible changes to state regulations.

"They're setting us up to fail and making sure that imported products will be cheaper and more available to California consumers than in-state production," said Chevron spokesperson Ross Allen.

Allen says the company is worried about proposed amendments to the state's cap-and-invest regulations, which set a limit on pollution and force companies to invest some revenue into cleaner energy.

The regulations are created by the California Air Resources Board.

"The new wrinkle, though, is that the state is making stationary sources like refineries or other manufacturers purchase permits to operate in the state," said Allen.

Contra Costa County Supervisor John Gioia represents the people of Richmond, where a Chevron refinery is located.

"I hear from residents who say, why can't we just electrify overnight and the answer is we can't," said Gioia.

Gioia was a member of the California Air Resources Board in the past, and believes it's important for the state to stick to its climate goals.

But he also recognizes the need to find a balance between those ambitions and the reality of where we are currently with our need for oil.

"I'm confident that the California Air Resources Board will work with the refinery industry to understand what it is that they are most concerned about to maintain competitiveness with refineries outside California," said Gioia.

In recent years, several oil refineries have left California. The Valero refinery in Benicia is set to shut down in April.

Chevron warned the proposed climate rules could force the state's remaining refineries to close - and drive up gas prices.

Allen says if the trend continues, the people who suffer most will be everyday Californians.

"We still consider California home. The problem is home needs to be comfortable. It needs to be safe. It needs to be welcoming. And California has been none of those things for producers," he said.

A public comment period on the proposed changes wraps up on Monday.

Disel has jumped over dollar here in a month. Last week it rose about .70 a gallon. Regular gas has rose a bit, but not as much as diesel, so at least we are keeping the urban losers happy that they can afford to drive their SUV’s, Hyundais, and Toyotas to waffle house or the pickle ball court (whatever their slant).

I can’t wait for them to see their grocery bills double and them start screaming again.

You say this like there's a chance they won't spike. It's a done deal. At one time, CA let each county decide the blend of distillate fuels that could be sold in the county. I don't know now, but there used to be 32 "blends" across the state, killing any hope of scale economies for distillate fuels. Does anyone with one neuron still firing think such policies don't impact the price of fuels?

What do the likes of Gavin Newsom care? They are driven around in bullet-proof limos - paid for by taxpayers, all gas as well.

Cheapest gas I saw yesterday in So Cal was $4.99/gallon, I suspect it will be a lot higher this morning.

Gavin Newsom is fiddling while the state burns...

Yet voters continue to vote in Newsom and those exactly like him.

They are moving refineries to China, shipping crude to China and importing gas.
Guess what? It cost a lot to ship the stuff, uses more energy and the pollution comes back from China.
The AZ measurements of air quality shows that China is our biggest polluter.

Spot on. Most people have no idea how much diesel fuel is in a box of corn flakes. Between tilling, planting, watering, harvesting, processing, and transporting everything in the grocery store (and every other store) relies on diesel fuel. These same people think that electricity just magically appears at the wall outlet. Cause, meet effect.

Sadly, poor planning on Nevada’s part is costing us in northern Nevada because of cali’s stoopid plans. Reno is around $4.15/gal. Carson City has a little less tax so about $3.63 there. if I’m going to be there (30 miles) i’ll fill up there. Has not dropped under $3 for years.

Actually, from South Reno it is only 26 miles. The new freeway has 70 MPH speed limit so about 23 minutes.
