Paramount Man Agrees to Plead Guilty to Throwing Rocks at ICE Agent

A Paramount man has agreed to plead guilty to a federal charge alleging he threw pieces of cinderblock and injured a Border Patrol officer when a protest against immigration enforcement turned into a riot in June, according to court papers obtained Monday.

Jacob Terrazas, 30, will enter his plea on a date to be determined to simple assault on a federal officer, a Class-A misdemeanor carrying a possible sentence of up to a year behind bars, his plea agreement states.

Terrazas was initially charged in Los Angeles federal court with a felony count of assault on a federal officer making physical contact, but that charge was dropped to the misdemeanor count in his plea agreement, which was signed by all parties Saturday.

As part of his plea deal, Terrazas agreed to submit a handwritten note of apology to the federal officer who was struck by a piece of cinderblock.

According to the indictment and other court documents, Terrazas was one of several individuals who threw hard objects — including cinderblocks and rocks — at federal agents during a violent protest on June 7, 2025, near a U.S. Homeland Security Investigations facility in Paramount.

Terrazas used both a makeshift shield and nearby trees for cover and repeatedly rushed toward the agents to throw remnants of cinderblocks at them, court papers allege.

One of the pieces of cinderblock allegedly thrown by Terrazas hit a Border Patrol agent — identified by the initials L.C. — in his left shin, injuring the agent and causing him to bleed, the U.S. Justice Department said.

The injured agent removed himself from the front lines to mend his injury, but — after realizing he could still walk and stand — returned to the front lines. Another Border Patrol agent was struck by rocks but was uninjured, federal prosecutors said.

Terrazas — who prosecutors say wore a dark beanie and black mask covering the lower half of his face — and others threw rocks at Border Patrol agents for nearly three hours, authorities allege.

Law enforcement used less-lethal force pepper bells against Terrazas and other rock throwers. Eventually, Terrazas was detained, identified and arrested.

Threw a piece of cinder block causing injury? Getting off too easy.

Particularly in the context of these times.

The original charge, a felony, could have put him away for 20 years

That charge was more appropriate. Maybe plead down to 10 or 15.

Misdemeanor and maybe one year? Not with this chit going on nationwide.

I’m surprised an LA grand jury charged him. But maybe a Felony conviction would be a stretch there - sometimes you take what you can get. Remember, sandwich man in DC was let off on similar charges - it’s all in the jury

I enjoy copcam videos on YouTube. DAs and prosecutors hate cops and love criminals. People will violently assault cops and prosecutors will drop charges and downgrade felonious assault to misdemeanors. There was one where the cops arrested this guy and when the supervisor showed up he just said, “why bother they’re just gonna let him go again.”

These violent people need hard and long time. Even if to just serve as a warning to others.

A misdemeanor plea is a travesty and a year is not nearly enough punishment.

I agree. It’s too bad there are no consequences for these DEI DAs, prosecutors and judges when they let some thug go and they go right back out to kill and rape.

I kind of look at it that way myself.

This wasn’t just some neighborhood dust up it’s part of the insurrection.

Even without the political context it should still be a felony.

Until protestors like this who do ill to ICE are thrown in jail, nothing is going to change. The paid protestors in MN are there to deflect attention from the massive fraud taking place in the state. Put these protestors in jail and turn your attention back to the billions being stolen through fraud in the state.

US Attorney for Central California is a Trump appointee...He approved this plea deal...Not some local DA who got money from George Soros...

Bill Essayli, a Trump appointee, probably was skeptical that a Los Angeles County jury would convict that guy of a felony...

I agree with your reaction...

About the DC case...The grand jury refused to charge that idiot with a felony...Then the US Attorney decided to charge that guy with a misdemeanor...Not needing the grand jury for that...

The DC jury did not even want to convict that guy of a misdemeanor...

I agree...But, you have to consider what a Los Angeles County jury would do...A bunch of Trump haters might get on the jury...Would they ever vote to convict this rock thrower?
