The likelihood of another government shutdown has increased in the wake of the second fatal shooting by federal immigration officials in Minneapolis this weekend.
Government funding runs out on Friday, January 30, and as recently as last week, Congress appeared on track to approve a bill to keep the government open ahead of that deadline. But since Alex Pretti was shot and killed by a Border Patrol agent on Saturday, Democrats have started insisting that they will block any bill that provides more funding to the Department of Homeland Security — the agency that oversees Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP).
“ICE is out of control. Killing people, separating families, and terrorizing our communities. I’m a NO on the DHS funding bill,” Sen. John Hickenlooper of Colorado wrote on social media.
"I hate shutdowns … but I can't vote for a bill that includes ICE funding under these circumstances,” Sen. Angus King, an independent from Maine who caucuses with Democrats, said on Sunday.

ICE was funded through 2029 on the last passed bill.

The bill trims Immigration and Customs Enforcement (ICE) operations by $115 million, reduces detention capacity by about 5,500 beds, and allocates $20 million for body-worn cameras during immigration enforcement operations. But this vote does not touch the separate ICE funding Congress enacted in 2025, roughly $75 billion locked in through fiscal year 2029. In other words, ICE keeps operating at scale.
Why This Matters
You are being asked to treat this vote as the switch that turns ICE off. It is not. When Congress pre-funds an agency for years, the annual fight becomes performance. It produces headlines and party warfare while capacity stays intact. If you cannot see which money is annual and which money is locked in, you cannot tell what Congress can really control, or when you are watching theater. “
