On occasion, it is my duty and privilege to dig deep into established facts, figures, and other inconveniences so that you might gain a greater understanding of just how forehead-slapping stupid everything is.
This is one of those occasions, and it starts where so many things end: with your toilet.
Everything went wrong — as so many things did — during the administration of President George H.W. Bush, who put his signature on the Energy Policy Act of 1992, passed by the Democrat-dominated Congress. It was one of those feel-good laws that didn't feel so good once its provisions kicked in, particularly those low-flow toilets that didn't, you know, flush.
The law slashed the legally allowed water volume for new toilets from the standard 3.5 gallons (or even more for older toilets) to just 1.6. Early models were so bad that people often resorted to flushing three or four times to get the job done, using more water than the original models that worked.
Things got so bad that Americans started smuggling toilets in from Canada. From there, things got worse.
The 1.6-gallon designs improved over time, but then some states (cough, Colorado, cough) enacted even stricter mandates. I learned about what the Democrats had done to bathrooms in my state when we had to call in a plumber last year for what my wife and I feared might be a toilet replacement.
"You have one of the good toilets," the plumber told me. "Don't replace it until you're ready to move, and take it with you."
"But this toilet sucks," I said.
"Not as bad as anything I'm allowed to replace it with."
A plumber refused a pricey plumbing job because the government-mandated results would be so awful.

We installed new toilets last year. They work fine.
Before about 1980 toilets used close to 6 gallons per flush.
“Conditioning You for Socialism (Starting With Your Toilet)”. That reminds me, I need to clean my toilet next month. It’s just nuts.
Facebook marketplace for old toilets. A relative of mine is an aficionado of antique plumbing and keeps a small warehouse full of them. Most were acquired from ebay or facebook.
These work just fine as long as you use just one square of tp as Jennifer Anniston stated a few years back.

I took advantage of it. When I built my house in 1990, I bought three of the the California-required low flow toilets. They were Kohler Wellworth toilets with a 3.5 gallon flush. They sucked.
About seven years ago, the regulations went to a 1.5 gallon flush. Noting that, (but not required) I bought three Kohler Wellworth 1.5 gallon flush toilet bowls but kept the 3.5 gallon tanks which bolted right on.
Now they flush like gangbusters.
Push and release handle for Number One.
Push and Hold Handle down for Number Two until flush completes.
If you don’t you may be calling a plumber to unplug your lines.
Two visits across 5 years. Wife forgets the Number Two requirement.
I remember the 1980s toilets. Enough water and force to pretty near flush down a bowling ball and never flinch.

I love my Toto Drake 1.6 gpf toilet. It’s the best I’ve ever used ... and I’ve used many. lol.
I split it. One flush for waste, one for TP.
I believe it was also Jorge who got rid of incandescent bulbs. Some toilets even went to 1.28 gallons. We’re just lucky they didn’t mandate making them solar. If you did use less water, water companies would just raise their rates, they’re not going to tighten their belts.

I wonder if any enterprising statistician has done a study of before and after per capita water use. I doubt the rule changed much if anything in terms of actual water use.

I just installed a Kohler Class 5. Amazing flush. Also happy with Toto.
