A spokesman for United Nations Secretary-General Antonio Guterres says he “is shocked by the reports of violence and excessive use of force by the Iranian authorities against protesters.”
He called on Iranian authorities “to exercise maximum restraint and to refrain from unnecessary or disproportionate use of force.”

If Iran does have nuke, you’re probably right that this would be about the circumstances where they’d use it. Although, they would go more peacefully if they used it on themselves. At least there might be something useful left that might be a future Iran.
If you really want to make the Iranian Islamofascists tremble, freeze all of their overseas $$$, and steal/blowup any in-country $$$, gold, silver, etc.
Without laaaaarge amounts of $$$, I’m not sure even Russia would take them.
