The US has demonstrated an interservice operability that none of our potential adversaries have demonstrated. The plan is likely layered with multiple contingencies. When the operation is gamed out, they’ll let the first phase play and then roll the dice thus selecting a number of mission kill options from the enemy side. The next layer, which as you point out may never be called on, is to cover the possibility that some mission kill happened to phase one. Then phase two comes in. Again, the dice roll. A second mission killer is envisioned. Phase three, which may be down to a boy scout troop by this point, moves in. This is how you guarantee with one hundred percent (Okay, probably the high nineties) that the overall mission succeeds. So, yes, a lot of guys didn’t get to do anything. But and this is critical; they got to practice their craft. Next time, they may be the lead group. (I’m sure the boy scout troop are breathing a sigh of relief.)
