It wasn't an "anomaly" ... it was DELIBERATE. A phone number doesn't just magically connect to a Governor's office by itself.

Occams Razor says Gov. Walz' office was in on the scam.

Given the Scientific Method was built upon Occams Razor, the conclusion above is most likely CORRECT.
