Representative Jim McGovern (D-MA), Ranking Member of the House Rules Committee and Co-Chair of the Tom Lantos Human Rights Commission, Representative Thomas Massie (R-KY), and Representative Joaquin Castro (D-TX), Ranking Member of the House Foreign Affairs Committee's Western Hemisphere Subcommittee, have introduced a War Powers Resolution to block the Trump administration from engaging in hostilities within or against Venezuela absent congressional authorization.

The Constitution does not permit the executive branch to unilaterally commit an act of war against a sovereign nation that hasn’t attacked the United States,” said Rep. Massie.

In a little noticed act, anti-Trump massie had joined his political allies in pushing for legislation to block Trump from stopping drug running and keep drugs from entering the U.S.

Many have said that the War Powers Act was unconstitutional, but no president has had the guts to challenge it. Trump could be the exception is it goes anywhere.

During the press conference, Leahy mentioned the meeting that he and his colleagues held yesterday with Cuban President, Raúl Castro…During the press conference the Senator for Vermont criticized the new direction taken by the Trump administration with regard to Cuba policy.” (Cuba’s Communist party paper, Granma.)

The rest of the U.S. delegation consisted of senators Ron Wyden (D-OR), Gary Peters (D-MI), Jim McGovern (D-MA), Kathy Castor (D-Fl) and Rep. Susan Davis (D-San Diego).

The Orinoco Mining Arc is one of the richest mineral resource zones in Venezuela and the world. Located in Bolívar state, in the southeast of the country, this area covers more than 111,000 square kilometers and contains significant deposits of minerals such as gold, iron,  diamonds, bauxite, and coltan. Its economic potential is vast, but it also faces significant challenges in terms of sustainability, control of illegal mining, and environmental protection.

The Orinoco Mining Arc has become a focal point for the Venezuelan government due to its vast mineral wealth. The region is divided into four main areas that concentrate various commercially valuable minerals:

Gold and Diamonds: These two resources are the most sought after in the Mining Arc. With vast reserves, gold is one of the main exploitation targets, and diamonds represent an additional source of wealth for the country.

Bauxite and Iron: These minerals are essential for heavy industry, especially for aluminum and steel production, which are key sectors for Venezuela’s industrial development.

Coltan: This mineral is increasingly in demand by the technology industry, as it is used in the manufacture of electronic devices like mobile phones and batteries. Venezuela holds significant coltan reserves, offering an opportunity to position itself in global markets.

How much oil and gold does Venezuela have?

With proven oil reserves of about 303.8 billion barrels, Venezuela possesses the largest oil reserves in the world, primarily located in the heavy-oil Orinoco Belt and the Maracaibo Basin. According to BP’s 2023 Statistical Review of World Energy, this figure slightly surpasses Saudi Arabia’s reserves (297.7 billion barrels). However, much of Venezuela’s oil is heavy and costly to extract, and due to sanctions and infrastructure issues, current production has been reduced to around 700,000 barrels per day. In addition to oil, Venezuela’s proven natural gas reserves are approximately 5.5 trillion cubic meters, accounting for 3 percent of global reserves.

Regarding gold, according to reports from the U.S. Geological Survey (USGS), Venezuela’s extractable gold resources are estimated at roughly 10,000 metric tons, mainly located in the southeastern regions (Bolívar State and the Orinoco Mining Arc). This places Venezuela in fourth position globally in terms of mineral gold reserves, after Russia (about 12,800 tons), Australia (about 12,000 tons), and the United States (about 3,000 tons). In South America, however, Venezuela ranks first, followed by Peru (about 2,500 tons), Brazil (about 2,300 tons), and Colombia (about 1,000 tons). Despite possessing such vast gold resources, Venezuela has been unable to fully extract and utilize them due to sanctions.

Beyond oil and gold, Venezuela also holds significant reserves of other minerals. These include approximately 5.2 million tons of bauxite (raw aluminum), 14.6 million tons of iron ore, and considerable diamond deposits. Coal, salt, sulfur (6 percent of global production), feldspar (2 percent), and silica sand (1 percent) also constitute important natural resources of the country.

Overall, in rankings assessing the total value of natural resources (including oil, gas, and minerals), Venezuela frequently appears among the world’s top ten countries, with an estimated resource value exceeding 14 trillion dollars.
