Slow immigration to allow prior arrivals to assimilate.
Programs/requirements to ensure assimilation happens in a reasonable period of time.
Immigrants cannot serve in elective federal office, ever. And any employment by the federal government should be limited. States/localities may do as they please.
Good idea. The USA could stop all immigration for 5-10 years to get a handle on internal issues.

Meanwhile, in just one industry - trucking - there are at least 600K drivers with “non-domiciled commercial drivers licenses” - meaning, 600K non-citizens (mostly illegal) are allowed to drive trucks in the USA.
There are plenty of unemployed / underemployed Americans. Shut the borders until they are all working and government isn’t issuing debt to support them.
I’m liking Vance more as time passes, and I already liked him. He’s one of the few I’ve heard advocate lower numbers of LEGAL immigrants.
Restriction of immigration was always an issue that kept big labor aligned with the Democrat party. Republicans were tagged as the party of illegal immigration because they were greedy business owners that wanted cheap labor. Democrats have ceded this issue because it seems they gambled that electoral advantage from immigration would outweigh the risk of losing the declining influence of big labor. Vance here accelerates the erosion of the traditional Democrat base.

Would not overcome Constitutional challenges without an Amendment. Right now there is only one class of US citizen. Either you are, or you are not with the only exception being the office of the President. Even amending the INA would not remove the Constitutional challenges.
Its a better remedy to amend the INA put a pause on naturalizations altogether for 10, 20, 50 years than to create different classes or underclasses of US citizens. And I say this as a naturalized US citizen.
You might want to think about the consequences of creating another underclass of US Citizens. In my opinion that would add to the Balkanization of our contry, not make sure that immigrants or their descendants assimilated faster.
We already have a large underclass of Black Americans and the 150+ year old lingering issues.
Another remedy would be to amend the INA to pre-1965 quotas.

These parties are always late. After selling out America with mass migration and multiple amnesties, now they want to cut off this stuff.
I suggest a different criteria: No immigrant, neither legal nor illegal, should come to the US to collect welfare. No SNAM, EBT, TANF, WIC, SEC2, Medicaid, etc for any immigrant, legal or illegal.
I support those who come here to work, take care of family. In fact, I might support trading some of our welfare recipients for foreigners who value hard work.
