Why didn’t Justice pay taxes?

Why did it take so long to file IRS liens? Stupid question, I know!
Justice is a relatively new Senator, West Virginia. Not surprisely as a target for an IRS “persecution by the Deep State” he is a repubbie.
He switched from Dim to Republican while WV governor in August 2017. Perhaps with Trump in the WH, Jim might have thought it'd help him evade prosecution for the $8 million in back taxes (most of which occurred before he switched to Rep).
With friends like this, who needs enemies?
