Exactly how? Ruskies do not have air superiority over Ukraine, so no they cannot bombard every city at will. Missiles are very expensive and limited while drones have smaller warheads and are not accurate.
Ruskies are destroying/leveling every city they take on the front-lines with artillery and rockets.
So no Putin cannot destroy every city in Ukraine.
You have used that “restraint” concept for nearly 4 years. So, Putin allowed Ukraine to run the Russian Navy out of the Black Sea? Putin allowed Ukraine to bomb one third of his bombers? Putin has allowed Ukraine to create a gas and oil problem in Russia? Putin is holding back his progress by using donkeys an horses to transport supplies? Putin is allowing Ukraine to blow up many refineries?
