President Volodymyr Zelensky will soon appoint the head of the newly created Odesa Military Administration.
As reported by Ukrinform, the President announced this in his evening video address.
“Odesa deserves greater protection and greater support. This can be done in the format of a military administration – too many security issues in Odesa have remained without an adequate response for far too long. All effective decisions will be made. I will appoint the head of the military administration shortly,” Zelensky said.
As Ukrinform previously reported, on October 14, President Volodymyr Zelensky revoked the Ukrainian citizenship of Odesa Mayor Hennadii Trukhanov, former MP Oleh Tsariov, and ballet dancer Serhii Polunin.

On the surface, revoking his citizenship sounds extreme, without context. He was the Mayor of Odessa, one of the most important cities in Ukraine, while having am unresolved criminal issues and citizenship in Russia. That is too much risk to allow during war.
Consider if the tables were turned, and the FSB found out that the Mayor of Belgorod or Kursk secretly held Ukranian passport and citizenship, they would not have any hope of legal process. They would get killed, their deaths reported as suicide by jumping out a window and never spoken of again.
Or consider if Mexico collapsed, cartels run wild along the border and there are a bunch of mayors in border towns with dual citizenship in Mexico and suspected cartel ties. A Democrat controlled White House and Congress would not ignore that.
Zelensky's revocation of his citizenship is the reality of martial law during war. Decisions are made to minimize risk while having no ideal outcomes.
