Also, a bulletproof vest would not protect against most rifle calibers. Level IV Ceramic plate body armor would normally be used for protection against rifle rounds.

Megyn Kelly said he decided to wear something that day. His Chief of Staff didn’t deny it. It is possible that he elected not to counter what Megyn said for whatever reason.
Since no one has specifically addressed THAT DAY, you have to look at evidence. Some think what he had under his shirt was related to a mic system.

So no, you can’t say for certain he wasn’t wearing something. It may be Erika doesn’t want the body armor blamed but he would likely still be dead with or without that armor.

You will have to explain what was under that shirt before you can say he wasn’t wearing anything.
And it looks to me like it is possible you could see his nipples using that particular product which calls into question how effective it is since you could be shot in the heart.
To think that piece of rat filth was not only able to get on the roof, shoot, and then easily escape is unbelievable. And he was clearly visible to anyone around there!

It’s quite obvious that Charlie was wearing a plate. I saw it instantly in the video on the day of.
I also instantly knew he was dead, barring a miracle.
The guy in the video you linked to later said he might have been wrong about the body armor. I have watched all his videos of the shooting and have seen some others, so can describe exactly what happened, but I'll focus on one mistake this guy made.
When the bullet strikes Charlie, what seems to be a black mark appears on the front of his shirt below the wound. This YouTube guy said that was the mark of the bullet striking a supposed thin body armor plate and ricocheting up into Charlie's neck. This is absolutely 100% wrong. That mark is actually the first spurt of blood that comes out of the wound. This is so clear in unedited videos of the first moments when Charlie was hit. I could go further to describe what happened but don't want to disturb people who might not want to know the details.
That’s what I’ve been wondering. 2 people saw more than 1 person on more than one occasion walking on the roof in the weeks prior to the murder. They contacted the FBI but never heard back.
There should have been legislated mandates for drones at outdoor events in the year between the two events. No doubt it is coming now.

His security was one thing but one would think the university wouldn’t want anything to stain their reputation and have their own security out in full force.
Level 4 body armor is typically ceramic plates, though there are some that are steel, with a rubberized coating, or composite ceramic and polyethylene.
To adequately provide protection, they are suppose to cover from nipple to nipple. The top should be an inch or so above the sternal notch. The bottom should be a few inches below your xyphoid process, and above your navel.
They are also heavy, usually 6-9 lbs per plate, and you wear one in the front and one on your back.
To hold these plates, you normally wear a plate carrier, which have pockets that hold the plates, with padded straps that go over the shoulders or they become painful from the weight, and side straps or cumberbunds to keep the plates close to the body. Plate armor is thick, which means a plate and plate carrier is going to be about 3/4 to over 1 inch thick.
These would be visible as large, flat, buldging areas under a tshirt.
There are images from the front, where the nipples and pecs are visible. These would not be visible if he was wearing plate armor, as they would be covered by the plate or plate carrier.
From the back, if he was wearing plates and a plate carrier, the backbone and shoulder blades would not be visible.
If you watch the video of Kirk arriving at the event, you can see there are no unusual buldges under the tshirt, and you can see the backbone and shoulder blades as he throws the caps.
Just before the video ends, you can see a front view that shows the definition of the pectorial muscles.
