By the authority vested in me as President by the Constitution and the laws of the United States of America, and to improve the process of Federal grantmaking while ending offensive waste of tax dollars, it is hereby ordered:
Section 1. Purpose. Every tax dollar the Government spends should improve American lives or advance American interests. This often does not happen. Federal grants have funded drag shows in Ecuador, trained doctoral candidates in critical race theory, and developed transgender-sexual-education programs. In 2024, one study claimed that more than one-quarter of new National Science Foundation (NSF) grants went to diversity, equity, and inclusion and other far-left initiatives. These NSF grants included those to educators that promoted Marxism, class warfare propaganda, and other anti-American ideologies in the classroom, masked as rigorous and thoughtful investigation.
The harm imposed by problematic Federal grants does not stop at propagating absurd ideologies. An unsafe lab in Wuhan, China — likely the source of the COVID-19 pandemic — engaged in gain-of-function research funded by the National Institutes of Health. The NSF gave millions to develop AI-powered social media censorship tools — a direct assault on free speech. Taxpayer-funded grants have also gone to non-governmental organizations that provided free services to illegal immigrants, worsening the border crisis and compromising our safety, and to organizations that actively worked against American interests abroad.
Even for projects receiving Federal funds that serve an ostensibly beneficial purpose, the Government has paid insufficient attention to their efficacy. For example, a significant proportion of the results of federally funded scientific research projects cannot be reproduced by external researchers. Even at Harvard and Stanford, once considered among America’s most prestigious universities, senior researchers have resigned following accusations of data falsification. A substantial portion of many Federal grants for university-led research goes not to scientific project applicants or groundbreaking research, but to university facilities and administrative costs.

The new EO is part of a fast-moving, shock-and-awe campaign to rip the spigot out of the swamp’s hands, dismantle the grant-industrial-complex that’s been quietly running Washington’s pet projects for decades, and replace it with a results-driven, politically accountable system. The playbook is simple: incorporate a bunch of “non-profits,” load up a series of grant applications with magic liberal buzzwords, and watch taxpayer cash gush in. You don’t actually have to stage transgender operas in Colombia— just promise you will try. As the budget has swollen fatter and fatter, grant graft has become a cottage industry of theft and grift, with billions of partisan largesse tucked away in the budgetary nooks and crannies.
Anyway, once your grant-writing operation is up and running, and the grant money starts flowing in, you pay yourself a fat salary, funnel some love to ActBlue, do some deep state dirty work, and toast the rubes from your Italian villa. And on alternate weekdays, you hire some cheap Indian call center workers to type up even more grant applications.

A good start would be to start dismantling the 80%+ $3+ trillion unconstitutional portion of the federal gov't and don't stop until its done.

Grants that are not specifically funded by congress should be illegal. Giving a bureaucrat a pot of money to spread around WILL result in graft and corruption. If a program is important enough to fund with the tax dollars of the American people, it is important enough for congress to vote on. We are funding far too much unnecessary garbage, and eliminating the unnecessary will make approval and oversight of what remains manageable by a smaller government. As a side benefit, less money to spread around = fewer lobbyists, particularly for causes that have nothing to do with governing.
Back during Reagan presidency, Jim Wright (D-TX), as Speaker of the House installed Ron Dellums (D-CA), one of the worst possible people, on the intelligence committee. He was a flaming socialist. His secretary was dating Daniel Ortega, the El Salvador dictator.
My neighbor, and Air Force LtC, was telling me about when he was handing out grants, and one came across his desk that was obviously crafted by Ron Dellums. It was written such that the only university that qualified was the University of Oakland (Califiornia), which was in Dellums district. They looked at the applications, and low and behold, this small college in New Mexico was better qualified. What to do, I asked. They both got grants.
That’s what’s wrong with a lot of these grants in my estimation. Some may be legit, but a lot are just ways to funnel taxpayer dollars to the colleges and universities.
I believe Dellums was either forced out or retired from Congress. I think he was replaced by Pelosi...
The DC scoundrels set up political grant funding primarily to create pools of taxpayer money in order to loot it. President Trump sees clearly how the DC corruption orchestrated and thank God, he’s doing all he can to stop it. Trump should demand that Congress make this Order the law.
