No such treaty existed or was even possible to have existed given that "the colonies" weren't even a "nation" at all in 1724, but rather part of the British Empire. Only Parliament had the power to enter into treaties.
Russia did sign a treaty with Turkey in 1724 dividing up their interests around the Black Sea and in the Caucasus region, but that's it. This alleged Russian American treaty of 1724 is a whole cloth invention of Russian propagandists who believe Americans are too stupid to know their own history.
