This amendment is to remove a provision expanding school choice. All Democrats voted for the amendment (that is, to kill the expansion of school choice, as well as three Republicans (Collins of ME and Murkowski of AK [our two weak sisters] and Debbie Fischer of NE [!]). (Maybe I'll start calling her Little Debbie.)
The amendment was, thus, defeated 50 to 50. (If Vance wanted the amendment to succeed, he could have voted aye, but wanting it to fail, he didn't vote.)
Notice that the two Rs that voted no on proceeding with the bill - Paul of KY and Tillis of NC - voted with the Republicans on the amendment (that is, they voted to defeat the amendment). Such are the complexities of legislation.
It's a jambalaya full of pork, beef, muskrats, crawdads, assorted roadkill and who knows what else. Best eaten while drinking beer.

Arizona voted for an extensive home school program but because it has a RAT Governor who stole her election She is doing everything she can to kill the program or water it down.

So I got to looking around the Senate site, with all of its documentation of the important, never-ending business at hand, and
it looks to me that the bigger and super-obvious educational issue involves how many hundreds and thousands of blah-blah-blah proposals and votes they go through — amendments within amendments within amendments and so forth — ostensibly “working” for the American People.
