The Senate parliamentarian has rejected several more provisions in the Republican megabill to enact President Trump’s agenda, including language authorizing states to conduct border security and immigration enforcement, which traditionally have been duties of the federal government.
Parliamentarian Elizabeth MacDonough also ruled against language in the bill that would increase the Federal Employees Retirement Systems contribution rate for new civil servants if they do not agree to give up civil service protections to become at-will employees.
Additionally, the parliamentarian advised against a section of the bill that would allow the executive branch to reorganize federal government agencies — or eliminate whole agencies — without congressional oversight.
The parliamentarian ruled these provisions violate the Byrd Rule and are not eligible to pass the Senate with a simple majority vote on the procedural fast track known as budget reconciliation.
Sen. Jeff Merkley (D-Ore.), the ranking member of the Senate Budget Committee, hailed the parliamentarian’s rulings.
“There is no better way to define this Big Beautiful Betrayal of a bill than families lose, and billionaires win. Democrats are on the side of families and workers and are scrutinizing this bill piece by piece to ensure Republicans can’t use the reconciliation process to force their anti-worker policies on the American people,” Merkley said in a statement.
“The Byrd Rule is enshrined in law for a reason, and Democrats are making sure it is enforced,” he said.
The parliamentarian additionally rejected a provision granting authority to agencies to unilaterally rescind funds appropriated by Congress by establishing an incentive program for federal employees to identify “unnecessary expenditures” and transfer savings back to the Treasury Department.

And so what? What power does this douche have?
This woman has been in her present position since 2012, when she was appointed by Harry Reid. Don’t tell me she is not biased toward the Democrats in some way or other.
I don’t understand why the Republican controlled Senate is listening to a Democrat-nominated parliamentarian, and allowing the laws of this country to be determined by someone whose party doesn’t control the executive branch, doesn’t control either house, and doesn’t even have a major majority on the Supreme Court. Talk about a dead hand guiding policy, she is it. She needs to be replaced, ASAP.
This b was not elected by anybody and has zero authority. The only authority she has is the authority the Repubs allow her to steal from the American people. So rest assured, the REpubs will give away all their authority to this b.
Meet Elizabeth McDonough, the first woman POTUS.
“Abolish the filibuster. Replace the parliamentarian,” Representative Ilhan Omar said in a tweet on Thursday. “What’s a Democratic majority if we can’t pass our priority bills? This is unacceptable.”
It is time to kill the filibuster. It was not intended that the Senate needs 60 votes to pass routine legislation. The filibuster has been abused; it is time to get rid of it.
She struck down some Obamie and Hair Sniffer stuff as well. She cuts both ways. The Rs could override it. But they don’t and the Dems haven’t either. The reconciliation is the last bastion of spending restraint. If the process gets too larded up with no spending issues then it will be another worthless budgetary process.
Fire her ass. What are they going to do about it.
The majority party can fire this bitch with a simple vote, do they have the balls {and votes} to do it.
Suck it up Thune. Have your old stooge Cornyn propose overriding the Parliamentarian and explaining how that’s NOT the same as end the Filibuster. He’s losing his primary race bigly and needs big conservative fake to have a chance. The fake won’t save his primary, but it would provide cover for all the other usual suspects to stand behind the ploy.
Isnt she married to Biden evil Chief of Staff ?
She is a Dem .
Do not kill the filibuster, just go back to it's original intent.
The "new" filibuster rule is just some fool saying he's going to invoke the "filibuster rule".
The filibuster means that a living senator must hold the floor of the senate by standing and speaking, alone, and when he cannot go on, the filibuster is over.
This "modern" version is the fat, lazy senator's version of complete control.
Just end the bullshit of the "filibuster" and go to majority voting.
She should be resigning .
She is past her appointment date .
Since she is a Dem .
Fire her .
Who does the Senate parliamentarian think she is?
A federal district judge?
The BYRD RULE is NOT A LAW, IS IT??
Its shameful to cram so much stuff into a supposed budget bill which has nothing to do with the budget no matter which side does it.
Its OUR government, we need to be able to read and understand the laws which OUR representatives pass on OUR behalf, but they purposefully rush 1000+ page bills written in impossible to understand "paragraph A section B sentence C is stricken and replaced with ...." language which would take months for an experienced lawyer to decipher, and even then everyone gets it wrong, so bits and pieces of a bill get interpreted in the Federal Courts since the language used is not obvious to even them.
We need to demand our Representatives stop introducing bills with the ".. and other purposes" clause.
Libertarians agreeing with this BS in 3…2…2….
In this instance, she appears to be on good ground.
While state officials swear to uphold the Constitution, the judiciary has decided states are not constitutionally obligated to enforce federal laws.
That certainly seems to leave an uncomfortable gap in matters such as immigration laws that do not present any conflict between feds and states, that provide for the public good
