Law enforcement has determined that there is a high risk for a mass casualty incident, gun violence, as well as other mass attacks at the 250th US Army Birthday Celebration in Philadelphia, Pennsylvania. The celebration in Philly comes at the same time as an event in Washington, DC to celebrate the anniversary.
According to a threat assessment from the Delaware Valley Intelligence Center (DVIC) cited by the Philadelphia Police Department, the event taking place on June at Independence Historic Park has a high risk of a mass casualty incident, gun violence, vehicle ramming attacks, illicit unmanned aircraft activities, a bombing attack, disruptive demonstrations, as well as aggravated assault.
The document further stated, that although law enforcement is not aware of any specific threat, the DVIC "assess that threat actors harboring grievances towards the United States and/or the US armed forces likely view the Army 250th Celebration as an attractive target to carry out targeted acts of violence."
"Disorderly demonstrations are likely to occur along the perimeter of the Army 250th Celebration, increasing the potential for unauthorized access and coordinated disruptions," the assessment added.

It is very lame to say “as well as” when the word “and” is grammatically correct and “as well as” is not. I have seen a tendency for the use of as well as in place of and in the past few years. It is counterintuitive since it takes more letters than and as well as the fact that the same people use b/c or w/ to avoid typing more letters.
But, but INGSOC media would tell me that such events would be “peaceful”.
I just thought of something and laughed. What if the military members were part of Biden and Obama’s feminization of the military effort and they turned this parade into an attack on the White House? With all the woke commanders, they can choose who participates. Plus as a distraction you have thousands of people who we all know will burn something.

Is it proper usage to be inconsistent in the usage of quotes around phrases that are quotes? Or are quotation marks necessary only in the first usage of any particular phrase?
