I'm wondering if the Marines will be positioned in/around the federal buildings, to allow the Guardsmen to then go out into the streets on patrol.

The NG personnel have no business patrolling the streets without the governor’s authorization. The only reason ANY federal personnel would be involved against the governor’s wishes is to protect federal assets.
My bet they spend their days watching MSNBC.
