DOE Greenlights Port Arthur LNG Phase II, Marking Trump’s First Export Approval

U.S. Secretary of Energy Chris Wright has approved a final authorization for LNG exports to non-free trade agreement countries from Port Arthur LNG Phase II in Jefferson County, Texas.

The authorization represents the first LNG export approval under President Trump’s administration, signaling a shift from the previous administration’s pause on such permits.

The project, owned by Sempra Energy, will have the capacity to export 1.91 billion cubic feet per day (Bcf/d) of natural gas. This expansion complements Port Arthur Phase I, which is currently under construction with exports expected to begin in 2027. Sempra’s LNG portfolio includes the operational Cameron LNG export terminal in Louisiana and the Energia Costa Azul terminal under construction in Mexico, scheduled to begin exporting U.S.-sourced gas in 2026.

“Port Arthur LNG Phase II marks a significant expansion of the first phase already under construction– turning more of the liquid gold beneath our feet into energy security for the American people,” Secretary Wright stated.

In June 2024, Sempra Infrastructure and a subsidiary of Aramco signed a non-binding heads of agreement contemplating both a long-term LNG offtake agreement and an equity investment in the Port Arthur LNG Phase 2 project. In July 2024, Sempra Infrastructure announced that Bechtel had been selected for a fixed-price engineering, procurement and construction (EPC) contract for the project.

The Port Arthur LNG Phase 1 project is currently under construction and consists of trains 1 and 2, as well as two LNG storage tanks and associated facilities. Construction of the project continues to progress, and the expected commercial operation dates for train 1 and train 2 are 2027 and 2028, respectively.

The development of the Port Arthur LNG Phase 2 project remains subject to a number of risks and uncertainties, including completing the required commercial agreements, securing and/or maintaining all necessary permits, obtaining financing and reaching a final investment decision, among other factors.

A friend of mine from PA once told me, “Beaumont is the asshole of the world, and Port Arthur is 14 miles up it!” 🤣

They did have a nice golf course though.

I had a similar experience. On October 26, 1950 my mother went into labor and at 10:22 am gave birth to me at Saint Mary’s Hospital in Port Arthur, Texas for which I am extremely grateful. I have enjoyed my life for (most of) my 74 years. Thanks to my parents,thanks to God!
