Congress must act. They can either explicitly give Trump the power to impose tariffs, or they can reserve this power for themselves.
But doing nothing is just walking away from the job assigned to them by the Constitution.

I wonder what Federal District this appeals court is. My guess is DC. DC Federal judges are hot wired in to the SC. This Trump friendly appeal came ACLU fast! Black robe Roberts prolly instructed the appeals court not to push it too far. Or the black robed Federales will get Congress restraining them. Especially as far a pissant foreign born Federale district judge in Hawaii / California etc ruling for all the USA
Get rid of activist judges and the problem goes away.
